Summary:This book is based on the recognition that public policies are indebted to their purpose: to solve social problems. They are indebted to the democratic promise of having the active participation of the populations that benefit from or are affected by the problem. They are indebted for their pretension of scientificality in terms of being the science that would complement the theories of political science to understand the exercise of politics, beyond governmental actions. They are indebted to materialize human rights. They are indebted to qualify public policy actors in the decision-making process.
El presente libro parte de reconocer que las políticas públicas están en deuda frente a su finalidad: resolver problemáticas sociales. Están en deuda frente a la promesa democrática de contar con participación activa de las poblaciones beneficiarias o afectadas del problema. Están en deuda por su pretensión de cientificidad frente a ser la ciencia que complementaría las teorías de la ciencia política para entender el ejercicio de la política, mas allá del que hacer gubernativo. Están en deuda para materializar los derechos humanos. Están en deuda para cualificar los actores de política pública en el proceso de toma de decisiones.
