Trotz zunehmender Harmonisierung und Zentralität im europäischen Maßstab ist die Bedeutung der dezentralen lokalen Ebene nicht geringer geworden. Durch die international gewachsene Zahl der Konkurrenten ist der Wettbewerb um die Ansiedlung von Produktionsfaktoren eher noch gewachsen. Zur Sicherung effizienter Standortpolitik ist ein hohes Maß an lokaler Finanzautonomie erforderlich. Die Arbeit untersucht anhand von Daten des IMF die empirische Struktur der lokalen Einnahmen und Ausgaben sowie die daraus ableitbare Finanzautonomie der Mitgliedstaaten der Europäischen Gemeinschaft für die Zeit von 1978 bis 1989. | ||
