The article presents the analysis of the notion of "informational and educational environment". The difference between the "informational environment" and the "informational and educational environment" has been shown. The main functions of the informational and educational environment and its facilities to enhance the quality of education have been revealed. There have been defined major components of the informational and educational environment. A connection has been detected between the informational and educational environment and the formation of the foundations of pedagogical skills. The research also presents a description of the electronic system "Socrates" of Vinnytsia State Agrarian University, and shows possible ways of its use in the educational process with an aim of the formation and improvement of higher educational institution teacher's professional skills.
