| Summary: | Problems of research policy and scientometrics are not known sufficiently in Bulgaria. Even in legislative documents several terms of these scientific areas are presented incorrectly or without sufficient precision. This article describes the structure of world scholarly publishing in two levels: the level of the primary research journals and the level of the secondary literary sources. The possibilities of personal evaluation of the scientific activity are commented. The new phenomena and processes in the world science are analyzed. |
