Summary:The present work aims to discuss the context of the production of the text of the Paraná Digital Program (PRD). Bowe, Ball and Gold (1992) and Ball (1994) policy cycle approach was used, explained by a continuous cycle of three main contexts: the context of influence, of text production and the context of the practice, highlighting the context of the text production in this work. The results show numerous changes that the document suffered during the project development, generating substantive revisions which altered the initial project mainly due to the difficulty in meeting deadlines and the different demands that emerged throughout its development. In this sense, the methodology of the policy cycle used was paramount for the analysis of the PRD because it allows understanding important changes that occur in politics through a cyclical and non-linear process, in which disputes and clashes guarantee dynamicity to the process, so that policy is constantly meaning, signifying, and re(built).
