The Role of Scientific Research in University Access to The Knowledge Economy in Moroccan Universities , Case Study: Mohammed Souissi University

Abstract : Knowledge economy is one of the main concepts in the globalization time. It is also called digital economy, network economy and Knowledge society .It is based on Knowledge and information. This research is concerned, among others, with Knowledge economy. AL-MAKTOUM Foundation issued in 2009 a report on knowledge in the Arab world, for evaluating Arab contribution in knowledge society. This study included two parts ; The first part reviewed the literature on Knowledge economy : its beginning, its evolution, characteristics and its indicators which include Staff development , ICT ,Scientific research (R&D),and Innovation systems. For methodological and practical reasons, this study dealt with scientific research. The second part, dealt with scientific research conducted at Med V University-Souissi and to what extent it suits the characteristics of Knowledge economy: indexed publications, brevets, citations...etc. The study showed the weakness of scientific research at this University. It cannot rival the research done in Asia and emergent countries (NIAC).This weakness is attributed to several causes among them are Volunteer departure 2005, New reform 2003..., non-existence of data bases for R&D ,and absence of risk capital... This study recommends the vulgarization of the scientific research culture, incentives for researchers, and a clear strategy for research, in long and short terms, bringing technology, importing knowledge and competition in Knowledge economy instead of playing the role of passive consumer in this type of economies.
