| Summary: | The purpose of this study was to describe the controversy in the community Surakarta, the consideration given on the granting by the Government of Surakarta for residents along the river to obtain land certificates. This research includes empirical juridical namely discussing the implementation and examine the implementation of legal provisions in practice. The research was conducted jurisdiction in Klaten district. Data sources using primary data from interviews, observation, and literature study. Data were analyzed using qualitative analysis. The results showed that: First, the controversy in the society regarding Surakarta is the rejection by the local community on the recommendation of the Mayor of Surakarta; Secondly, the consideration given land certificates at the request of the rights is the applicant had long occupied the area; Third, barriers that arise and the completion of the application for rights to the land located around the riverbanks in Surakarta the application process takes a long time, the knowledge society that still lack the procedure certification of land, refusal of other citizens. |
