520 |a Teachers have an important role in classroom. Therefore, to implement a quality learning, one of the teacher's task is to develop optimal learning tools. The learning tools developed by the teacher serves to facilitate teachers in implementing or managing learning in the classroom, so that learning takes place optimally. This study aims to describing teachers's understanding of learning tools, describing teachers's problem in the preparation of learning tools, constraints of teachers as well as the efforts made to overcome the problems in the preparation of the learning tools in Muhammadiyah 14 Elementary School of Surakarta. The type of this research is qualitative research. Informants in this study are the principal and teachers on each classes. Data collection techniques used in this paper are in-depth interviews and documentation. Data were analyzed through the steps of data reduction, data presentation, and conclusion. Data validity checking is done by triangulation techniques and resources. The results of this research showed that: (1) Teachers have understood the learning tools well enough, (2) The problems faced by teachers in the preparation of the learning tools includes: teachers just duplicate the lesson plans made by other teachers, teachers difficulties in determining the allocation of time, indicator and learning methods. Teachers find difficulties in using the media as well as the difficulty in compiling and analyzing assessments. (3) Constraints faced by teachers are : a limited time, the breadth and depth of the material, teaching experience of teachers, differences characteristics of students, the limited facilities available in schools,teachers's lack of motivation and understanding in the assessment. (4) Efforts that teachers do in addressing the problems of preparation of learning tools, namely: seeking information from the internet, discussions with colleagues, self-learning, preparing lesson plans for several meetings at once, using a simple learning mediasthat available in the school such as KITbox.
