This research is descriptive kualitatif.sumber data studied were low-grade teacher and the head at school as speakers. Data collection techniques used were interviews, observation and data analysis used dokumentasi.Teknik ie triangulation method with steps of data reduction, data display, data validation, conclusion. The results showed that the learning plan is still visible varies. Not to all thematic RPP RPP model. During the implementation phase thematic learning, learning activities in lower grade largely untapped uses thematic learning model, seen in the delivery of content are still fragmentary. However, some are already using thematic learning model. In the assessment phase, yet using a thematic assessment model. Learning outcomes assessment conducted by all teachers is a form of written test which was carried out separately, according to the subjects, not combined with other subjects that are in one theme. In the assessment process undertaken only attitude assessment, and only a third grade teacher who carry it out. Barriers teachers encountered is lack of socialization regarding thematic learning.
