Desain penelitian yang digunakan adalah desain pengembangan dan validasi. Partisipan yang terlibat dalam penelitian ini yaitu, siswa SMA di salah satu SMA di Kota Bandung sebagai responden dan validator yang terdiri dari 3 dosen dan 2 guru di bidangnya. Produk yang dihasilkan dari penelitian ini adalah instrumen tes AKM pada materi termokimia yang terdiri dari 5 soal literasi membaca dan 15 soal numerasi. Instrumen tes ini dinyatakan valid berdasarkan validitas isi dan berdasarkan validitas empiris 16 soal valid dan 4 soal tidak valid. Hasil uji reliabilitas diperoleh nilai reliabilitas untuk butir soal objektif didapatkan 0,73, sedangkan nilai reliabilitas untuk soal uraian yaitu sebesar 0,77 dan keduanya dinyatakan reliabel. Hasil analisis butir soal ditinjau dari tingkat kesukaran yaitu terdapat 4 soal mudah dan 16 soal sedang dan tanpa adanya soal sukar, hal ini dinyatakan belum memenuhi proporsi tingkat kesukaran tes yang baik. Ditinjau dari uji daya pembeda soal AKM yang dikembangkan ini memiliki 4 butir soal kriteria kurang baik, 3 butir soal kriteria cukup baik, 1 butir soal kriteria baik, dan 12 butir soal dengan kriteria sangat baik. Hasil analisis tingkat kompetensi instrumen AKM menunjukkan bahwa kompetensi literasi membaca dan numerasi siswa termasuk dalam kategori dasar dan perlu intervensi khusus dengan indeks bias 1,53 dan 1,00. Kaca Kunci: asesmen kompetensi minimum, literasi membaca, numerasi, termokimia The purpose of this study was to produce a minimum competency assessment instrument (AKM) on thermochemical material that met the appropriate test criteria to be used to measure students' reading literacy and numeracy in terms of validity, reliability, level of difficulty and discrimination. The research design used is a development and validation design. The participants involved in this study were high school students at one of the high schools in the city of Bandung as respondents and validators consisting of 3 lecturers and 2 teachers in their fields. The product of this study is the AKM test instrument on thermochemical material which consists of 5 reading literacy questions and 15 numeracy questions. This test instrument was declared valid based on content validity and based on empirical validity, 16 questions were valid and 4 questions were invalid. The reliability test results obtained the reliability value for the objective item items was 0.73, while the reliability value for the description item was 0.77 and both were declared reliable. The results of the analysis of the items in terms of difficulty level, namely there are 4 easy questions and 16 medium questions and without difficult questions, this is stated to have not fulfilled the proportion of good test difficulty levels. Judging from the test of distinguishing power, the developed AKM items have 4 items with poor criteria, 3 items with fairly good criteria, 1 item with good criteria, and 12 items with very good criteria. The results of the analysis of the competency level of the AKM instrument showed that students' literacy and numeracy competencies were included in the basic category and needed special intervention with a refractive index of 1.53 and 1.00.
