ANALISIS TANGGAPAN DAN RELASI KUASA PADA BERITA PEMINDAHAN IBU KOTA NEGARA (KAJIAN SEMIOTIK-PRAGMATIK) ABSTRAK Pengumuman presiden tentang pemindahan ibu kota menjadi polemik. Pemberitaan mengenai pemindahan ibu kota negara terdapat di berbagai media, baik media cetak atau media siber. Muncul berbagai tanggapan dari masyarakat melalui kolom komentar berita di media siber. Data penelitian merupakan teks berita dan tanggapan warganet. Penelitian ini bertujuan untuk memahami makna tanggapan dari warganet mengenai pemberitaan pemindahan ibu kota negara di media siber dan untuk melihat kekuasaan yang terdapat pada teks berita mengenai pemindahan ibu kota negara. Untuk memahami makna tanggapan dari warganet digunakan teori semiotik-pragmatik dan teori tindak tutur ilokusi. Teori kekuasaan Foucault digunakan untuk melihat kekuasaan yang dibangun pada teks berita terpilih. Hasil analisis teks berita dan teks tangapan mengenai pemindahan ibu kota negara merepresentasikan sebuah kebijakan, diantaranya kebijakan berpusat pemerintah, kebijakan yang tidak hirau masalah sosial pada saat itu, dan kebijakan yang berpihak atas kepentingan pribadi atau kelompok. Penelitian ini menunjukkan bahwa adanya tiga bentuk relasi kuasa pada pemberitaan pemindahan ibu kota negara yaitu relasi kuasa sebagai strategi, governmentality, dan dominasi. Ketiga kekuasaan ini memastikan penyebaran berita mengenai pemindahan ibu kota negara dan mengukuhkan penyebaran kebijakan terkait pemindahan ibu kota negara melalui wacana di internet. ANALYSIS OF RESPONSE AND POWER RELATION ON THE NEWS OF RELOCATION THE CAPITAL CITY (SEMIOTIC-PRAGMATIC STUDY) ABSTRACT The president's announcement about the capital city relocation become polemic. There is news about the relocation of the capital city in various media, both printed and cyber media. There are various responses from the public through the comment column in cyber media. This study focuses primarily on using news texts and netizen responses as research data. This study aims to comprehend netizens' responses to news about relocating the capital and the power of news texts in this regard. In this study theory of semiotic-pragmatic and theory of illocutionary speech acts are used to understand the meanings of responses from netizens. Foucault's theory of power is a tool that can be used to analyze how power is present and exercised in specific news texts. The results of news text analysis and response text regarding the relocation of the nation's capital represent a policy, including a government-centered policy, a policy that does not take into account the prevailing social problems of the time, and a policy prioritize personal or group interests over the welfare of the general public. This research identifies three power relations in reporting on the transfer of a country's capital: strategy, governmentality, and domination. These powers disseminate news about the relocation and confirm policies through internet discourse. Keywords: power, response, semiotic-pragmatic, verbal signs
