Summary

Menurut Undang-Undang RI No. 2 Tahun 2011 Tentang Partai Politik, partai politik mempunyai empat peran. Diantaranya adalah peran sosialisasi politik, dimana dalam menjalankan peran tersebut sebaiknya mengacu kepada pengembangan ranah kompetensi kewarganegaraan (civic competence) yang berisi Civic knowledge (pengetahuan kewarganegaraan), Civic skill (kecakapan kewarganegaraan), dan Civic disposition (watak kewarganegaraan) khususnya warag defable. Sosialisasi partai politik kepada warga defable bertujuan agar meningkatkan kemampuan warga negara yang muaranya akan ikut berpartisipasi dalam politik yaitu salah satunya pemilu legislatif. Penelitian ini bertujuan untuk : (1). Mengetahui bagaimana bentuk pola sosialisasi politik yang diterapkan partai politik bagi warga defable dalam meningkatkan partisipasi di pemilu; (2). Mengkaji bagaimana realitas keberadaan partai politik selama ini bagi warga defable dalam memenuhi hak politiknya; (3). Mengkaji mekanisme apa yang dilakukan partai politik guna mengembangkan civic competence warga defable dan partisipasi pemilih; (4). Mendeskripsikan dan mengkaji apa kendala atau hambatan warga defable dalam melaksanakan hak sebagai warga negara yaitu berpartisipasi politik di pemilu. Pendekatan yang digunakan adalah kualitatif dengan metode deskriptif analisis. Sedangkan teknik pengumpulan data yaitu melalui observasi, wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa : (1). Sosialisasi dilakukan dengan berbagai bentuk, yakni berupa bentuk tatap muka, menggunakan bentuk budaya tradisional, media lomba karya tulis dan perpustakaan keliling, pendekatan berdasarkan jenis ketunaan yang ada, menggunakan media verbal, visual maupun gabungan keduanya; (2). Realitas keberadaan partai politik belum hadir bagi warga defable serta kurang mewadahi aspirasi dari warga defable; (3). Mekanisme yang dilakukan dalam mengembangkan civic competence dengan imitasi terhadap ketokohan seseorang, instruksi berdasarkan tujuan partai politik,serta pemberian motivasi yag dilakukan dengan cara mencerdaskan pemikiran warga defable; (4). Hal-hal yang menjadi kendala teknis bagi warga defable adalah terlalu banyaknya calon legislatif , sarana tempat untuk memilih warga defable disamakan dengan warga biasa lainnya. Sedangkan faktor non teknis berasal dari diri warga defable yang terkadang rendah diri dengan keadaannya untuk berpartisipasi, ditambah lingkungan sekitar yang juga kurang mendukung warga defable untuk lebih berpartisipasi. The political party, according to the political party law no.2 of 2011, has four roles. One of those roles is that of political socialization role, the implementation of which should refer to the development of civic competence containing civic knowledge, civic skill, and civic disposition particularly among the difable people (people with different ability). The socialization of political party to difable people aimed to improve the citizens' ability ending up to the political participation, one of which in legislative election. This research aimed: (1) to find out the pattern of political socialization the political party had applied to the difable people in improving their participation in general election; (2) to study the reality of political party existence so far for the difable people in fulfilling their politic rights; (3) to study the mechanism the political party used in developing the civic competence of difable people and the electorate participation; and (4) to describe and to study the constraints the difable people encountered in implementing their right as the citizen, participating politically in general election. The approach used was qualitative one with descriptive analytical method. Meanwhile, techniques of collecting data used were observation, interview and documentation study.The result of research showed that: (1) socialization could take some forms: face-to-face, using traditional culture, scientific work competition media and mobile library, approaching by the existing disability types, using verbal, visual media or combination of them; (2) the reality of political party existence had not been present for the difable people and had accommodated inadequately the aspiration of difable people; (3) the mechanism the political party used in developing the civic competence was to imitate an individual's character, to instruct based on the political party's objective, and to motivate by means of intellectualizing the difable people; and (4) the technical constraints the difable people encountered were too large number of legislator candidates, the infrastructure of election for the difable people as same as that for the normal people. Meanwhile, the non technical constraint derived from inside the difable people who sometimes felt inferior with their condition to participate, and less supporting environment for the difable people to have more participation.
