Penelitian ini berdasarkan pada permasalahan yang ada ketika proses pelaksanan pembelajaran IPS disekolah yakni tentang kurangnya tanggung jawab siswa terutama dalam pembelajaran IPS. Hal ini dikarenakan siswa kurang proaktif ketika pemberian tugas, kurangnya partisipasi ketika pengerjaan tugas sehingga siswa kurang memiliki tanggung jawab baik secara pribadi maupun secara kelompok, serta kurangnya mampu menghargai karena ketidak nyamanan yang disebabkan adanya persaingan. Oleh karenanya diperlukan suatu upaya untuk mengatasi permasalahan tersebut yakni dengan cara menerapakan pembelajaran menggunakan controversial issue, dimana pada saat pembelajaran siswa dituntut untuk mampu bertanggung jawab atas apa yang mereka kerjakan atau terhadap pernyataan yang dilontarkan oleh para siswa. Sehingga para siswa tidak bertindak semaunya. Metode penelitian yang digunakan dalam penelitian ini menggunakan penelitian tindakan kelas (classroom action research). Salah satu tujuan dari PTK ini adalah untuk memperbaiki keadaan dalam suatu kelas serta juga untuk meningkatkan pembelajaran di dalam kelas. Penelitian ini dilakukan di SMP Negeri 30 Bandung, yang menjadi subjek penelitian adalah siswa kelas VII-7. Pembelajaran dengan menggunakan metode controversial issue dalam pembelajaran IPS dapat dikatakan berhasil. Pada siklus pertama dapat diketahui perolehan hasil untuk indikator pertama berada pada kategori "Baik", untuk indikator kedua berada pada kategori "Cukup", indikator ketiga berada pada kategori "Baik", indikator keempat pada kategori "Baik" dan indikator kelima berada pada kategori "Baik" Pada siklus kedua perolehan dari hasil indikator mengalami peningkaan dimana untuk indikator pertama ada adalam kategori "Baik", indikator kedua ada dalam kategori "Baik", indikator ketiga ada dalam kategori "Baik", indikator keempat berada pada kategori "Baik" dan indikator kelima berada dalam kategori "Cukup". Pada siklus terakhir diperoleh hasil indikator pertama berada pada kategori "Baik", indikator kedua berada dalam kategoti "Baik", indikator ketiga berada pada kategori "Baik", indikator keempat berada pada kategori "Baik" dan untuk indikator kelima ada pada kategori "Baik". ----------This research is based on the existing problems when the process of implementation of learning Social Studies at school about the lack of responsibility of students, especially in Social Studies learning. This is due to students are less proactive when giving the task, the lack of participation when performing tasks so that students do not have a responsibility both individually and in groups, as well as a lack of be able to appreciate due to discomfort caused by the competition. Therefore, it is required an effort to overcome these problems that is by way of applying learning to use controversial issue during student learning to be responsible for what they do or to the statement made by the students. So that the students did not act arbitrarily. The method used in this study using classroom action research. One of the objectives of this classroom action research is to improve conditions in a class as well as to improve learning in the classroom. This research was conducted in SMP Negeri 30 Bandung, which is the subject of research were students of class VII-7. Learning by using a controversial issue in the learning methods of social studies can be said to be successful. In the first cycle can be known acquisition results for the first indicator in the category "Good", for the second indicator in the category "Enough", the indicators third in the category "Good", the indicator fourth in the category of "good" and the indicator fifth in the category "Good" . In the second cycle of acquisition of the results indicators increased where for the first indicator in the category of "good", the second indicator is in the category of "Good", the indicators third in the category of "Good", fourth indicator is in the category of "good" and indicators fifth be in the category of "enough". In the last cycle results obtained first indicator in the category "Good", the second indicator is in the category "Good", the indicators third in the category "Good", fourth indicator is in the category of "Good" and for indicators of a fifth is in the category of "Good".
