Permasalahan pokok dalam skripsi ini adalah "Bagaimana PerubahanSistemPemilihan Umum dariOrdeBarukeReformasi di Indonesia?". Dari permasalahan tersebut, kemudian dijelaskan secara deskriptif-analitis mengenai gambaran umum pemilihan umum di Indonesia, proses penyelenggaraan pemilihan umum pada masa pemerintahan Orde Baru, proses penyelenggaraan pemilihan umum pada masa Reformasi, dan perbandingan sistem pemilihan umum Orde Baru dengan sistem pemilihan umum masa Reformasi. Metode yang digunakan dalam penelitian ini adalah metode historis yang meliputi pengumpulanpengumpulan sumber, kritik sumber, interpretasi dan historiografi. Hasil yang diperoleh dari penelitian ini menunjukkan bahwa selama pemerintahan Orde Baru, setiap pemilihan umum yang diselenggarakan yaitu mulai tahun 1971 hingga tahun 1997, jika dilihat secara umum memiliki pola yang sama. Pemilihan umum yang dilaksanakan tahun 1971, 1977, 1982, 1987, 1992 dan 1997 itu menggunakan sistem pemilihan umum yang sama yaitu sistem proporsional daftar tertutup. Kemudian peserta yang dapat dipilih oleh masyarakat dalam pemilihan umum tersebut berjumlah sama, yaitu tiga organisasi. Hanya pada pemilihan umum tahun 1971 yang memiliki peserta berbeda. Selain itu, tidak terdapat perbedaan besar pada tata cara dan proses penyelenggaraan dalam setiap pemilihan umum tersebut. Bahkan hingga menghasilkan pemenang yang sama. Baru pada pemilihan umum pertama masa Reformasi tahun 1999 terdapat perubahan penting, jumlah peserta yang dapat dipilih melonjak dari tiga menjadi 48peserta. Hal ini merupakan perubahan baik, karena pemerintah tidak mengekang lagi pertumbuhan organisasi dan membebaskannya untuk ikut serta dalam pemilihan umum. Namun sayangnya belum terjadi perubahan dalan sistem pemilihannya. Perubahan pada sistem pemilihan baru terjadi pada pemilihan umum tahun 2004, yaitu dengan menggunakan sistem proporsional daftar terbuka dan terus digunakan pada pemilihan umum tahun 2009. Alasan terjadinya perubahan ini disebabkan oleh keinginan masyarakat untuk mengubah pemerintahan yang pada saat itu bersikap otoriter dan kemudian dengan berubahnya penguasa dalam pemerintahan tersebut, sikap politik yang diambil mulai ikut berubah termasuk pada penyelenggaraan pemilihan umum. Selain itu, Amandemen UUD 1945 secara hukum mengubah sistem pemilihan umum di Indonesia.Hasil penelitian ini diharapkan dapat menambah sumber literatur mengenai pemilihan umum di Indonesia. ---------- A primary issue in this thesis is "How to Change Electoral Systems from New Order to Reform in Indonesia?".Of these problems, then described in a descriptive-analytic about the general picture general election in Indonesia, the process of holding elections in the New Order government, the process of election of the Reformation, and the comparison of the electoral system New Order with the electoral system during the Reformation. The method used in this study is the historical method which involves collecting the collection of sources, source criticism, and historiography interpretation. The results of this study indicate that during the New Order government, every election held, ie from 1971 until 1997, when viewed in general have the same pattern. General elections were held in 1971, 1977, 1982, 1987, 1992 and 1997 using the same electoral system is a closed list proportional system. Then the participants can be chosen by the public in general elections the same amount, the three organizations. Only in the 1971 general elections that have different participants. In addition, there are no major differences in the procedures and processes of the organization in any elections. Even to produce the same winner. Only in the first general election of the Reformation in 1999 there were significant changes, the number of participants that can be chosen jumped from three to 48 participants. This is a good change, because the government does not curb further growth of the organization and freeing him to participate in elections. But unfortunately there is a change in role in the election system. Changes to the new electoral system occurs in the general election in 2004, using an open list proportional system and continue to be used in the general election in 2009. The reason for this change is caused by people's desire to change the government at that time to be authoritarian and then with the change of rulers in the government, the political stance taken starting in change, including the holding of elections. In addition, the amendment of the 1945 Constitution legally change the electoral system in Indonesia. The result is expected to increase sources of literature on the general election in Indonesia.
