Summary

Salah satu permasalahan dalam era otonomi daerah adalah tingginya ketergantungan pemerintah daerah terhadap pemerintah pusat dalam hal membiayai pembangunan di daerahnya masing-masing. Hal tersebut terjadi karena rendahnya nilai Pendapatan Asli Daerah yang membuat ketergantungan Pemerintah Daerah terhadap dana bantuan dari Pemerintah Pusat masih cukup tinggi. Penelitian ini bertujuan untuk mengetahui pengaruh dari Belanja Modal, Penanaman Modal Dalam Negeri, Penanaman Modal Asing terhadap Pertumbuhan Ekonomi dan pengaruh dari Pertumbuhan Ekonomi terhadap Pendapatan Asli Daerah pada Pemerintah Daerah Kabupaten dan Kota di Provinsi Jawa Barat. Metode penelitian yang digunakan adalah deskriptif verifikatif. Analisis data yang digunakan menggunakan regresi data panel karena kondisi data yang digunakan bersifat lintas unit (cross section) yang terdiri dari 26 Kabupaten dan Kota serta data runtut waktu (time series) dari tahun 2008-2013. Data yang digunakan merupakan data sekunder yang diperoleh dari Laporan Realisasi Anggaran Pemerintah Daerah Provinsi Jawa Barat dan publikasi Badan Pusat Statistik Provinsi Jawa Barat. Berdasarkan hasil analisis penelitian, diperoleh hasil bahwa; (1) Belanja Modal berpengaruh positif terhadap Pertumbuhan Ekonomi; (2) Penanaman Modal Dalam Negeri berpengaruh positif terhadap Pertumbuhan Ekonomi; (3) Penanaman Modal Asing berpengaruh positif terhadap Pertumbuhan Ekonomi; (4) Pertumbuhan Ekonomi berpengaruh positif terhadap Pendapatan Asli Daerah.; One of the problems in the era of regional autonomy is the high dependency of local governments to the central government in terms of financing development in their respective regions. This happens because of the low value in the own source revenue that made the local government depends on the aid from the central government is still quite high. This research aims to determine the effect of the Capital Expenditure, Domestic Investment, Foreign Investment towards the Economic Growth and the effect of Economic Growth towards the Own Source Revenue on the Local Government in the Districts and Cities in the province of West Java. The method used is descriptive verification. Data analysis used the pool data regression because the condition of the data used is cross section which is composed of 26 districts and city as well as time series data from the year of 2008-2013. The data used is secondary data obtained from the Budget Realization Report of the Local Government of West Java and the publication of Central Bureau of Statistics of West Java Province. Based on the results of the analysis, the result was; (1) Capital Expenditure effect positively towards economic growth; (2) Domestic Investment effect positively towards economic growth; (3) Foreign Investment effect positively towards economic growth; (4) Economic growth effect positively towards the own source revenue.
