Bursa Kerja Khusus (BKK) adalah suatu lembaga yang pembentukannya bertujuan untuk memfasilitasi lulusan untuk mencari kerja ke Dunia Usaha dan Dunia Industri (DU/DI) juga sebagai penyedia informasi lowongan pekerjaan. Strategi kemitraan BKK dengan DU/DI adalah suatu upaya yang didalamnya mengandung rencana yang tertintegrasi dengan tujuan, kebijakan dan rangakain tindakan yang dilakukan oleh BKK untuk menjaga dan memelihara hubungan kerja dengan DU/DI agar tujuan yang telah ditetapkan sebelumnya dapat tercapai dengan baik. Fokus kajian dalam penelitian ini terbagi 3 (tiga), yaitu: (1) Strategi Kemitraan BKK, (2) Kendala BKK dalam melaksanakan kemitraan, (3) Upaya BKK menghadapi kendala dalam kemitraan. Adapun fokus kajian dipecah lebih rinci yang disesuaikan dengan keadaan di lapangan dan mendukung untuk dijadikan komponen penelitian. Komponen strategi kemitraan BKK terdiri dari: Dasar hukum BKK; Sumber pendanan BKK; Sumber daya manusia (SDM) BKK; Program kerja BKK; Faktor, bentuk & mekanisme menjalin kerjasama dengan DU/DI; Media yang digunakan BKK; MoU dengan DU/DI, Bentuk pengawasan terhadap BKK; dan Bentuk pertanggung jawaban program kerja BKK. Metode yang digunakan dalam penelitian ini adalah (1) metode kualitatif dengan pendekatan deskriptif, (2) lokasi penelitian ini dilakukan di BKK SMK Negeri 8 Bandung, (3) Sumber data informan adalah Kepala Sekolah, Unit Hubungan Industri dan Hubungan Masyarakat, dan Waka. Bid. Kurikulum, (4) teknik yang dipakai dalam pengumpulan data adalah dengan cara wawancara, observasi dan studi dokumentasi. Berdasarkan hasil penelitian dalam fokus kajian Strategi Kemitraan BKK diperoleh: (1) Sumber hukum BKK SMK Negeri 8 Bandung berasal dari Perundang-undangan/Keputusan Menteri/Dirjen & surat pembentukan BKK, (2) Sumber pendanaan BKK berasal dari Anggota BKK, (3) Sumber daya manusia di BKK hanya terdiri dari Sie. BKK saja, (4) Program Kerja BKK: Pendataan minat siswa XII; penelusuran tamatan; menjalin ikatan dengan DU/DI, alumni dan BKK lain; pemasaran alumni; menjaring informasi pasar kerja, informasi lowongan kerja; membuat laporan pemasaran lulusan dan laporan kegiatan. (5) Faktor, bentuk, dan mekanisme menjalin kerjasama dengan DU/DI adalah BKK mengikuti langkah-langkah sasaran mutu BKK SMKN 8 Bandung; memenuhi keinginan DU/DI perihal rekruitmen (psikotest, wawancara, medical check-up). (6) Media yang digunakan BKK adalah e-mail & telepon. (7) BKK tidak memiliki MoU untuk memasarkan lulusan ke DU/DI. (8) Bentuk pengawasan terhadap BKK berupa pengontrolan yang dilakukan oleh Kepala Sekolah. (9) Bentuk pertanggung jawaban program kerja BKK berupa laporan pertanggung jawaban. Kendala BKK datang dari kesiapan alumni untuk bekerja di DU/DI, BKK tidak mampu memenuhi keinginan DU/DI perihal rekruitmen, relevansi DU/DI, keterbatasan SDM BKK. Upaya BKK menghadapi kendala dengan meningkakan potensi siswa, menambah fasilitas penunjang pembelajaran; mengikuti jobfair; komunikasi dengan DU/DI perihal jumlah lulusan, kompetensi/keahlian & prestasi; melakukan pembinaan, pendekatan dan pengarahan secara intensif; memanggil Guru Tamu. _ ; _ Special Employment Exchange (BKK) is an institution that aims to facilitate the graduates to seek jobs in the Business and Industries sector (DU/DI) as well as a provider of job vacancy information. BKK partnership strategy with DU/DI is an effort that includes an integrated plan with goals, policies and a series of actions taken by BKK to maintain a working relationship with DU/DI in order to achieve the intended goal. The study focus of this research were divided into three (3) i.e.: (1) BKK Partnership Strategy, (2) BKK obstacle in implementing the partnership, (3) BKK Efforts to face constraints in partnership. The focus of the study were broken down in more detail which adapted with the circumstances in the location and enabled to be a component of the study. BKK partnership strategy components consist of: The legal basis of BKK; BKK sources of funding; BKK Human resources (HR); BKK work program; Factors, forms and mechanisms of cooperation with DU / DI; Media used by BKK; MoU with DU / DI, Form of BKK supervision; and BKK Form of work program accountability. The Method used in this research is (1) Qualitative Methods with descriptive approach, (2) Location of the research was conducted in BKK SMK Negeri 8 Bandung, (3) Data Source informant is the Headmaster of the School, Industrial Relations and Public Relations Unit, and vice headmaster of curriculum affair, (4) Techniques used in the data collection are interview, observation, and documentation study. Based on the results of research in the focus of the BKK Partnership Strategy study obtained: (1) Sources of law of BKK SMK Negeri 8 Bandung derived from Indonesian Law/Misitry/General director regulation and BKK establishment letter, (2) Sources of BKK funding derived from members of BKK, (3) Human resources in BKK only consists of BKK section only, (4) Work Program of BKK: Data Collection of Final year students' interest; graduates investigation; establish ties with DU/DI, alumni and other BKK; alumni marketing; gathering employment exchange information, job vacancy information; graduate marketing and activity reports. (5) Factors, forms and mechanisms of cooperation with DU/DI is BKK followed the steps of quality objectives of BKK SMKN 8 Bandung; fulfil the needs of DU/DI regarding recruitment (psychological, interviews, medical check-ups). (6) The media used BKK is e-mail and telephone. (7) BKK did not have a MoU to market the graduates to the DU/DI. (8) The form of BKK supervision was controling performed by the Headmaster. (9) The form of accountability reports of BKK work program were an accountability report. BKK barrier came from the alumni unreadiness to work in DU/DI, BKK were not able to meet the expectation of DU/ DI regarding recruitment, relevance of DU/DI, limited human resources of BKK. BKK efforts to face the obstacles was to improve the students' potential, adding the learning support facilities; follow jobfair; establish communication with DU / DI regarding the number of graduates, competencies/skills and achievements; doing direct and intensive approach of guidance and directing; Calling Guest Teachers.
