Latar belakang penelitian ini adalah tentang bagaimana Kompetensi pejabat eselon IV pemerintahan Kabupaten Ciamis. Permasalahan mengenai Kompetensi menjadi menarik untuk diamati karena Kompetensi (masih banyak pejabat eselon IV yang sudah menduduki jabatan namun belum mengikuti diklat kepemimpinan tingkat IV, artinya kemampuan dan kompetensi nya belum teruji. Tapi meskipun sudah mengikuti diklat, kompetensi juga belum tentu meningkat). Salah satu faktor untuk meningkatkan kompetensi dengan pelaksanaan diklat yang efektif. Maka dari itu dalam penelitian ini dikaji perihal efektivitas diklat yang dapat meningkatkan kompetensi pejabat eselon IV yang mengikuti diklat kepemimpinan tingkat IV. Adapun beberapa tujuan yang ingin dicapai adalah untuk mengetahui gambaran mengenai pelaksanaan diklat peserta diklat kepemimpinan tingkat IV Kabupaten Ciamis, gambaran kompetensi peserta diklat kepemimpinan tingkat IV Kabupaten Ciamis, dan dampak efektivitas diklat dalam meningkatkan kompetensi peserta diklat kepemimpinan tingkat IV Kabupaten Ciamis. Jenis metode penelitian adalah metode deskriptif dan verifikatif dengan populasi 148 peserta yang sudah mengikuti diklat kepemimpinan tingkat IV Kabupaten Ciamis dan responden berjumlah 66 peserta diklat. Teknik analisis yang digunakan adalah koefisien korelasi pearson product moment dan analisis regresi sederhana. Pengujian hipotesis menggunakan uji t-test untuk melihat pengaruh secara parsial. Hasil penelitian menunjukkan pelaksanaan diklat berada pada kategori tinggi dan kompetensi berada pada kategori tinggi. Hasil penelitian yaitu efektivitas diklat dan Kompetensi memiliki pengaruh yang positif dengan klasifikasi sedang.----------The background of this research is about how the competence of echelon IV officials of Ciamis Regency. Competency issues become interesting to be observed because of Competence (there are still many echelon IV officials who have occupied the position but not yet attended the leadership training level IV, meaning that their ability and competence have not been tested, but even after attending the training, competence is not necessarily increased). One of the factors to improve competence with effective training implementation. Therefore in this study studied about the effectiveness of training that can improve the competence of echelon IV officials who follow leadership training level IV. As for several goals to be achieved is to know the description of the implementation of training and leadership training courses of leadership level IV Ciamis District, a description of the competence of leadership training level IV Ciamis District, and the impact of effectiveness training in improving the competence of leadership training participants level IV Ciamis District. Type of research method is descriptive and verificative method with a population of 148 participants who have followed the leadership training level IV Kabupaten Ciamis and respondents amounted to 66 training participants. The analysis technique used is correlation coefficient pearson product moment and simple regression analysis. Hypothesis testing using t-test test to see the effect partially. The results showed that the implementation of the training is in the high category and competence in the high category. The results of research is the effectiveness of the training and Competence have a positive influence with medium classification.
