Pengembangan pariwisata di suatu daerah dapat memberikan pengaruh pada berbagai aspek dalam kehidupan diantaranya aspek lingkungan, sosial budaya, ekonomi dan kualitas hidup. Persepsi dan partisipasi masyarakat menjadi hal yang penting untuk keberhasilan suatu program pengembangan pariwisata.. Berbagai penelitian yang dilakukan di daerah wisata lain menunjukan adanya pengaruh persepsi masyarakat mengenai dampak pariwisata terhadap partisipasinya. Jika persepsi dan partisipasi tidak diperhatikan maka memungkinkan akan adanya masalah pengembangan dan masyarakatnya. Namun hal tersebut belum terlihat di Kampung Adat Kuta Kabupaten Ciamis. Diduga persepsi masyarakat Kampung Adat Kuta positif terhadap dampak pariwisata sehingga mereka bersedia berpartisipasi dan program pengembangan pariwisata dapat berjalan. Dengan memahami yang terjadi di Kampung Adat Kuta maka masalah pengembangan pariwisata seperti yang terjadi di daerah lain kemungkinan dapat dicegah. Penelitian ini menggunakan metode deskriptif kuantitatif. Hasil penelitian ini menuntukan bahwa persepsi masyarakat mengenai dampak pariwisata tergolong positif. Kesediaan masyarakat dalam berpartisipasi juga tergolong positif. Namun persepsi masyarakat mengenai dampak pariwisata mempengaruhi hanya sebesar 16,4% terhadap kesediaan masyarakat dalam berpartisipasi pada pengembangan Kampung Adat Kuta. Hal ini bisa terjadi karena masyarakat tidak benar-benar memahami pariwisata beserta dampak-dampaknya, selain itu masyarakat merasa cukup dengan kehidupannya saat ini, tidak memiliki keinginan lebih untuk meningkatkan kualitas hidup dengan memanfaatkan hal-halpositif dari industri pariwisata. Masyarakat bersedia berpartisipasi karena hanya mengikuti perintah dari pemimpinnya, bukan karena benar-benar memahami kepentingan pariwisata. ;---Tourism development in a region give influence on various aspects of life including environmental, socio-cultural, economic and quality of life. The community becomes a party that allows direct influence from tourism development, both positive and negative influences. Resident's perception and participation are crucial to the success of tourism development program. Various studies conducted in other tourism areas show the influence of public perception on the impact of tourism on its participation. If perceptions and participation are not considered then it is possible that there will be development problems on the community. But this has not been seen in Kampung Adat Kuta, Ciamis District. It is suspected that the perception of Kampung Adat Kuta community is positive about the impact of tourism so they are willing to participate and tourism development programs can run. By understanding what is happening in Kampung Adat Kuta, the problem of tourism development, as happened in other areas, is likely to be prevented. This research uses quantitative descriptive method. The results of this study indicate that the public's perception of the impact of tourism is positive. Community willingness to participate is also positive. However, community perceptions regarding the impact of tourism affect only 16.4% to the willingness of community to participate in Kampung Adat Kuta development. This can happen because people do not really understand tourism and its impacts, other than that, the community feels sufficient with their current life, does not have more desire to improve the quality of life by utilizing positive things from the tourism industry. People are willing to participate because they only follow orders from their leaders, not because they really understand tourism interests.
