Kementerian Pendidikan dan Kebudayaan melalui unit kerja Pusat Pendidikan dan Pelatihan Pegawai mengembangkan kompetensi teknis pegawai negeri sipil melalui jalur pelatihan teknis yang selalu diselenggarakan setiap tahun anggaran. Pelatihan teknis yang diselenggarakan oleh Pusdiklat Pegawai dilakukan melalui pola pelatihan klasikal, yaitu peserta pelatihan melakukan pembelajaran tatap muka di kampus Pusdiklat Pegawai. Pola pelatihan teknis secara klasikal hanya mampu menyerap sekitar 13% pegawai negeri sipil Kementerian Pendidikan dan Kebudayaan sehingga kesempatan memperoleh pengembangan kompetensi bagi pegawai negeri sipil Kementerian Pendidikan dan Kebudayaan tidak merata. Oleh karena itu, perlu dikembangkan sebuah pola pelatihan teknis nonklasikal. Fondasi dalam sebuah pelatihan adalah adanya kurikulum pelatihan. Penelitian ini bertujuan untuk mengembangkan proses desain kurikulum nonklasikal pelatihan teknis bagi pegawai negeri sipil yang relevan dengan kebutuhan organisasi Kemendikbud. Penelitian ini menggunakan metode Penelitian Desain dengan empat tahap yaitu studi pendahuluan, pengembangan desain, pengujian, dan dokumentasi, analisis, dan refleksi. Data penelitian diperoleh melalui studi dokumentasi, penyebaran kuesioner, wawancara, dan penilaian desain melalui expert judgement. Hasil penelitian dapat disimpulkan bahwa produk penelitian berupa Proses Desain Kurikulum Pelatihan Teknis Nonklasikal telah dikembangkan sesuai dengan langkah-langkah dan kaidah pengembangan kurikulum dan relevan untuk memenuhi kebutuhan organisasi. Simpulan penelitian ini adalah proses desain kurikulum pelatihan teknis nonklasikal bagi PNS di Kemendikbud yang meliputi proses penentuan tujuan, pemilihan materi, pengorganisasian proses, dan penentuan evaluasi harus mengacu pada rencana kebutuhan pengembangan kompetensi.;-- Legislation states that every civil servant has the right to have the opportunity to develop his competence through education channels and / or training for at least 20 hours of learning each year. The Ministry of Education and Culture through the work unit of the Education and Training Center for Employees develops the technical competence of civil servants through technical training channels that are always held every year. The technical training organized by the the Education and Training Center for Employees was carried out through a classical training pattern, namely the trainees conducted face-to-face learning on the Employee Training Center campus. The classical technical training pattern is only able to absorb around 13% of the Ministry of Education and Culture civil servants so that the opportunity to obtain competency development for the civil servants of the Ministry of Education and Culture is uneven. Therefore, it is necessary to develop a non- classical technical training pattern. The foundation in a training is the training curriculum. This study aims to develop a non-classical curriculum design technical training for civil servants that is relevant to the needs of the Ministry of Education and Culture. This study uses a Design Research method with four stages: preliminary study, design development, testing, and documentation, analysis, and reflection. Research data was obtained through documentation studies, questionnaires, interviews, and design assessments through expert judgment. The results of the study can be concluded that the research product in the form of curriculum design of nonclassical technical training has been prepared in accordance with the steps and rules of curriculum development and the results of validation indicate curriculum design has been relevant to the needs of the organization. | ||
