Summary:Penelitian ini bertujuan untuk mengembangkan program penguatan literasi asesmen berpikir kreatif IPA guru SD melalui pendekatan ICARE. Program penguatan literasi asesmen guru SD tersebut dikembangkan melalui metode penelitian pengembangan dengan prosedur penelitian yang digunakan mengikuti tahapan ADDIE yaitu tahapan analysis, design, develop, implementation dan evaluation. Untuk tahapan evaluasi menggunakan model evaluasi CIPP yaitu evaluasi context, evaluasi input, evaluasi process, dan evaluasi product. Program penguatan ini melibatkan 21 guru SDN Se-Kecamatan Kota Ternate dengan karakteristik wilayah SDN di pusat kota, semi kota dan pinggir kota. Instrumen yang digunakan adalah lembar pengamatan, instrumen literasi asesmen berpikir kreatif IPA, instrumen keterampilan berpikir kreatif IPA dan angket tanggapan pelaksanaan pelatihan. Data hasil penelitian pengembangan dianalisis secara deskriptif kualitatif dan kuantitatif. Penelitian pengembangan telah menghasilkan produk penelitian berupa seperangkat produk program penguatan literasi asesmen berpikir kreatif IPA bagi guru SD, diantaranya; Struktur program, jadwal kegiatan, silabus, RPP, hand-out materi pelatihan, instrumen observasi, instrumen literasi asesmen, instrumen berpikir kreatif IPA dan angket tanggapan peserta. Semua produk tersebut telah divalidasi oleh ahli pendidikan IPA, kurikulum dan asesmen dengan hasil yang valid dan reliabel. Hasil penelitian menunjukkan bahwa program penguatan literasi asesmen guru melalui pendekatan ICARE dapat meningkatkan pengetahuan guru tentang konsep literasi asesmen berpikir kreatif IPA, dapat meningkatkan pengetahuan guru berdasarkan karakteristik wilayah, dapat meningkatkan pengetahuan dalam menyusun instrumen berpikir kreatif IPA dan RPP ber-ICARE. Serta terdapat perbedaan yang signifikan antara sebelum dan sesudah pelaksanaan pelatihan penguatan literasi asesmen berpikir kreatif guru SD. Keunggulan dari program ini adalah melatih guru SDN dalam merancang dan menyusun instrumen berpikir kreatif IPA yang nantinya sebagai prototype untuk menyusun instrumen berpikir kreatif pada mata pelajaran lain di SD. Sedangkan keterbatasannya, penelitian ini hanya melibatkan guru SDN di bawah Kemendikbud. Rekomendasi dari penelitian ini adalah program pelatihan ini dapat diadobsi oleh pihak yang berwenang (pemerintah pusat dan daerah) untuk melatih guru dalam mengembangkan profesi guru SD.;--This study aims to develop a program to enhance literacy assessment of elementary school science teacher's creative thinking through ICARE approach. The literacy enhancement program was developed through development research methods with research procedures that were used based on ADDIE stages. In the evaluation stage, CIPP evaluation model were used.. This enhancement program was involving 21 elementary school teachers in Ternate City with the characteristics of downtown elementary school, semi-city and suburbs. The instruments used were observation sheets, creative thinking literacy assessment instruments of science, instruments of creative science thinking skills, and questionnaire responses to the implementation of training. Data from the development research results were analyzed descriptively, qualitatively, and quantitatively. Development research has produced research products which are set of creative thinking literacy assessment programs for elementary school teachers, including; Program structure, activity schedule, syllabus, lesson plan, hand-out training material, observation instruments, literacy assessment instruments, creative science thinking instruments, and participant responses questionnaire. All of these products have been validated by science education experts, curriculum and assessment, and empirical trials with the results of valid and reliable instrument items. The results of the study showed that teacher literacy assessment enhancement program through ICARE approach can increase teacher knowledge about the concept of science thinking assessment literacy. Knowledge increase based on regional characteristics, the improvement of knowledge in workshop activities. Furthermore, differences in knowledge skills were tested statistically with the results that indicate significant differences between before and after the implementation of literacy assessment enhancing program. The benefit of this program is to train elementary school teachers in designing and compiling science creative thinking instruments which later become prototypes for creative thinking instruments in other subjects in elementary school. However, the program has limitation in which this study only involved SDN teachers under the Ministry of Education and Culture. The recommendation of this study is that this training program can be adopted by the authorities (central and regional governments) to train teachers in developing the elementary teacher profession.
