Abstrak Berkembangnya ilmu pengetahuan dan teknologi menuntut siswa untuk mengembangkan kemampuannya salah satunya adalah kemampuan berpikir kreatif. Pada kenyataannya, tes yang digunakan di sekolah-sekolah belum dapat digunakan untuk mengukur kemampuan berpikir kreatif siswa. Sehingga dilakukan penelitian yang bertujuan untuk menghasilkan tes keterampilan berpikir kreatif dan mengkaraterisasinya. Metode yang digunakan adalah mixed method dengan pengumpulan data yang didapatkan dari validasi ahli dan uji coba. Tes yang dibuat terdiri dari 13 butir soal uraian yang diujikan kepada 156 siswa di salah satu SMA di kota Cirebon. Berdasarkan validasi ahli, aspek materi memiliki indeks Aiken V dengan rerata sebesar 0,92; aspek konstruk sebesar 0,86; dan aspek bahasa sebesar 0,94. Secara keseluruhan, konstruksi tes memenuhi kriteria tes yang valid. Karakteristik tes menggunakan analisis teori respon butir dengan graded response model. Hasil analisis diperoleh nilai b atau parameter tingkat kesukaran sebesar 0,75 atau dalam kategori sedang dan juga nilai a atau daya pembeda dari kemiringan kurva yaitu tan 48o = 1,11 yang artinya parameter daya pembeda tes dalam kategori baik. Perpotongan antar kurva fungsi informasi dengan kesalahan pengukuran terletak pada skala -0,20 yang berarti tes ini dapat mengukur tingkat kemampuan sedang atau rata-rata. In fact, tests used in schools cannot be used to measure students' creative thinking abilities yet. So the research is conducted which aims to produce creative thinking skills tests and characterize them. This research used mixed method as the research design with data collection obtained from expert validation and testing. The test consisted of 13 items which tested to 156 students in one of senior high schools in Cirebon city. Based on expert validation, the material aspect has an Aiken V index with an average of 0.92; construct aspects of 0.86; and language aspects 0.94. Overall, the test construction meets valid test criteria. Characteristics of the test using item response theory analysis with graded response models. The analysis results obtained by the value of b or difficulty level parameters of 0.75 or in the medium category and also the value of a or distinguishing power from the slope of the curve that is tan 48o = 1.11, which means the test distinguishing power parameters in either category. The intersection between the information function curve and the measurement error lies on a scale of -0.20 which means that this test can measure average ability.
