Higher Order Thinking Skills (HOTS) sangat diperlukan oleh peserta didik guna meningkatkan kemampuannya dalam mengatasi masalah pembelajaran. Hasil observasi menunjukkan bahwa masih banyak peserta didik di SMPN 3 Ngamprah yang kesulitan dalam memahami konsep PPKn yang dinilai sulit dipahami. Salah satu model pembelajaran yang dapat melatih kemampuan HOTS peserta didik untuk menyelesaikan masalah dan memahami konsep-konsep mata pelajaran PPKn yaitu Problem Based Learning. Penelitian ini meliputi perencanaan, pelaksanaan, evaluasi peningkatan kemampuan HOTS peserta didik, kendala serta upaya dari penerapan model Problem Based Learning (PBL) Untuk Meningkatkan Kemampuan Higher Order Thinking Skills peserta didik. Penelitian ini menggunakan pendekatan campuran kualitatif dan kuantitatif dengan metode penelitian tindakan kelas. Teknik pengumpulan data dan informasi dilakukan melalui wawancara, observasi, dan studi dokumentasi dianalisis menggunakan reduksi data, penyajian data, dan verifikasi data, kemudian di validasi menggunakan teknik triangulasi. Adapun hasil penelitian menunjukkan 1) Perencanaan pembelajaran PPKn meliputi observasi lapangan, menyusun RPP, membuat format pedoman observasi aktivitas guru dan siswa (evaluasi pembelajaran). 2) Pembelajaran PPKn dilaksanakan selama tiga siklus. 3) Hasil penelitian menunjukkan penerapan model PBL efektif meningkatkan kemampuan HOTS peserta didik, hal ini dibuktikan dengan adanya perkembangan pada setiap indikator HOTS di setiap siklus. 4) Hambatan yang terjadi dalam penerapan model adalah tidak semua peserta didik antusias dengan pembelajaran yang mengharuskan mereka berpikir mendalam sehingga guru harus lebih menstimulus peserta didik untuk mengasah kemampuan berpikir mereka dengan menggunakan model pembelajaran yang bervariatif seperti model pembelajaran Problem Based Learning. APPLICATION OF PROBLEM BASED LEARNING (PBL) MODELS TO IMPROVE STUDENT SKILLS WITH HIGHER ORDER THINKING SKILLS IN CIVIC EDUCATION LEARNING. Higher Order Thinking Skills (HOTS) is needed by students to improve their ability to overcome learning problems. The results of observation show that there were still many students at SMPN 3 Ngamprah who have difficulty in understanding the conceps of civic education which they think are difficult to understand. One learning model that can train students' HOTS ability to solve problems and understand the concepts of PPKn subjects is Problem Based Learning. This study includes the planning, implementation, evaluation of students 'HOTS ability improvement, constraints and efforts of applying the Problem Based Learning (PBL) model to improve students' Higher Order Thinking Skills Ability. This study uses a mixture of qualitative and quantitative approaches with classroom action research methods. Data and information collection techniques are carried out through interviews, observations, and documentation studies analyzed using data reduction, data presentation, and data verification, then validated using triangulation techniques. The results of the study show that 1) Planning for PPKn learning includes field observations, compiling lesson plans, formatting guidelines for observing teacher and students activities (learning evaluation). 2) Learning PPKn carried out for three cycles. 3) The results of the study show that the application of the PBL model is effective in increasing the HOTS ability of students, this is evidenced by the development of each HOTS indicator in each cycle. 4) Barriers that occur in the application of the model is that not all students are enthusiastic about learning which requires them to think deeply, so teachers must stimulate students to hone their thinking skills by using varied learning models such as Problem Based Learning models.
