ANALISIS TRANSPARANSI KONSULTAN KONSTRUKSI PADA PENYELENGGARAAN PROYEK PEMERINTAH DI JAWA BARAT

Keterbukaan Informasi public dalam sistem pengadaan barang dan jasa harus dibudayakan agar terciptanya good governance agar timbulnya kepercayaan public terhadap pemerintah. Sedangkan saat ini masih kurangnya kepercayaan masyarakat terhadap penyelenggaraan proyek pemerintah yang tidak transparan. Penelitian ini bertujuan untuk mengetahui bagaimana gambaran transparansi penyelenggaraan proyek pemerintah khususnya pada Konsultansi Konstruksi di Jawa Barat dan membandingkan indikator CoST dengan kondisi eksisting dilapangan. Penelitian dilakukan dengan mengindentifikasi indikator KIP di bidang Jasa Konstruksi dan indikator yang dikeluarkan oleh Construction Sector Transparency Initiative (CoST). Dalam Penelitian memiliki responden dari Pelaksana Konsultan Konstruksi atas izin perusahaan konstruksi di Jawa Barat. Sampel penelitin ini adalah konsultan konstruksi berdasarkan peraturan LPJK no 4 Tahun 2017. Pengumpulan data dilakukan dengan menyebarkan kuisioner ke setiap perusahaan konsultansi konstruksi di Jawa Barat dan online sebanyak 91 responden. Teknik analisis data yang digunakan adalah hasil analisis factor dengan metode Princypal Component Analysis (PCA). Hasil penelitian menunjukan factor yang mempengaruhi transparansi penyelenggaraan konstruksi menurut konsultan konstruksi di Jawa Barat terdiri 51 variabel yang dikelompokan menjadi 10 faktor. Gambaran transparansi berdasarkan fase penyelenggaraan proyek dengan nilai rata-rata 68.88 % dapat disimpulkan bahwa konsultan konstruksi transparansi CoST di Jawa Barat cukup transparan. Sedangkan gambaran tingkat transparansi berdasarkan badan usaha, Badan Usaha Milik Negara (BUMN) mempunyai tingkat transparansi 72.57 %, Badan Usaha Milik Swasta (BUMS) mempunyai tingkat transparansi 68.42 %. Sehingga dapat disimpulkan BUMN sebagai usaha yang memiliki tingkat transparansi tertinggi. Whereas at present there is still a lack of public trust in the implementation of non-transparent government projects. This study aims to find out how to describe the transparency of the implementation of government projects, especially in the Construction Consultation in West Java and compare the indicators of CoST with existing conditions in the field. The study was conducted by identifying KIP indicators in the field of Construction Services and indicators issued by the Construction Sector Transparency Initiative (CoST). In the study had respondents from the Implementing Construction Consultant with the permission of the construction company in West Java. This research sample is a construction consultant based on LPJK regulation No. 4 of 2017. Data collection was carried out by distributing questionnaires to each construction consultancy company in West Java and online as many as 91 respondents. The data analysis technique used is the result of factor analysis using the Princypal Component Analysis (PCA) method. The results showed that factors affecting the transparency of construction implementation according to construction consultants in West Java consisted of 51 variables grouped into 10 factors. The transparency picture is based on the project implementation phase with an average value of 68.88%, it can be concluded that the CoST transparency construction consultant in West Java is quite transparent. While the level of transparency is based on business entities, State-Owned Enterprises (SOEs) have a transparency level of 72.57%, Private-Owned Enterprises (POEs) has a transparency level of 68.42%. So it can be concluded that SOEs is a business that has the highest level of transparency. Keywords: Project, Transparency, Construction Consultant, Princypal Component Analysis
