The research approach used is quantitative approach, with quasi experimental research method. The instrument used is Motivation learning instrument. Calculation analysis using descriptive statistics to see the increase in motivation score learning. The results showed the majority of students underachiever class XI SMA Negeri 1 Bandung. (a) have a learning motivation that is in the high category, (b) the formulation of learning guidance program to improve students' learning motivation underachiever, (c) Effective tutoring program to improve student learning motivation underachiever.
