Penelitian ini bertujuan untuk mengetahui faktor-faktor yang memengaruhi kinerja aparatur pemeritah daerah Kota Bandung, yaitu dengan menguji pengaruh partisipasi anggaran, kejelasan tujuan anggaran, dan komitmen organisasi terhadap kinerja paratur pemerintah daerah. Kinerja aparatur pemeritah daerah diukur penilaian kinerja aparatur sipil negara berdasarkan Peraturan Pemerintah Nomor 46 Tahun 2011 dengan dua unsur penilaian yaitu pertama adalah unsur sasaran kerja pegawai dan kedua adalah unsur perilaku kerja. Metode penelitian yang digunakan adalah deskripsif dan verifikatif dengan pendeketan kuantitatif. Teknik pengambilan sampel berdasarkan purposive sampling, diperoleh sampel sebanyak 88 responden aparatur pemerintah daerah dari 30 organisasi perangkat daerah yang diwakili oleh 3 orang pada bagian sekertaris organisasi perangkat daerah, kasubag keuangan serta kasubag umum dan kepegawaian, kecuali pada Sekretariat DPRD dan Sekretariat Daerah diwakili oleh 2 orang pada bagian kasubag keuangan serta kasubag umum dan kepegawaian. Pengujian hipotesis pada penelitian ini mengunakan metode regresi linier berganda. Hasil penelitian menunjukkan bahwa faktor partisipasi anggaran, kejelasan tujuan anggaran dan komitmen organisasi berpengaruh positif terhadap kinerja aparatur pemerintah daerah Kota Bandung. This study aims to determine the factors that affect the performance of the Bandung regional government apparatus, namely by testing the effect of budgetary participation, clarity performance targets budget, and organizational commitment to the performance of local government paratur. The performance of the regional government apparatus is measured by the performance appraisal of the state civil apparatus based on Government Regulation Number 46 of 2011 with two elements of appraisal, namely the first is an element of employee work objectives and second is an element of work behavior. The research method used is descriptive and verification with quantitative approach. The sampling technique was based on purposive sampling, obtained as many as 88 respondents from the local government apparatus from 30 regional apparatus organizations represented by 3 people in the secretary of the regional apparatus organization, the head of finance and general and civil service, except at the DPRD Secretariat and the Regional Secretariat represented by 2 people in the section of head of finance and the head of general and staffing. Testing the hypothesis in this study using the method of multiple linear regression. The results showed that the factors of budgetary participation, clarity performance targets budget and organizational commitment had a positive effect on the performance of the Bandung local government apparatus.
