Summary:ABSTRAK Manajemen Pendidikan Anak Usia Dini (Studi tentang Manajemen Pendidikan Anak Usia Dini Berbasis Kebutuhan Belajar, Potensi Belajar, dan Inklusi pada Taman Kanak-Kanak di Kota Bandung) Penelitian ini dilatarbelakangi adanya kesenjangan antara standar minimal Pendidikan Anak Usia Dini (PAUD) dengan realita di lapangan, seperti latar belakang pendidikan guru yang belum sesuai, fasilitas yang belum memadai dan tuntutan orang tua yang tidak sesuai. Tujuan penelitian ini untuk menganalisis karakteristik siswa, Kurikulum, Kualitas guru, Tata kelola, dan kolaborasi pihak TK dengan orang tua siswa dan Lembaga lain di masyarakat, sehingga didapatkan model manajemen TK. Penelitian ini dilakukan mengingat pentingnya pendidikan anak usia dini, dalam upaya mengoptimalkan masa emasnya dengan memperhatikan kebutuhan belajar anak dan potensi belajar anak secara inclusiveness sehingga berkembang sesuai harapan. Adapun metode yang digunakan adalah metode kualitatif fenomenologis, dengan tempat penelitian di 3 lembaga PAUD formal dengan responden kepala TK, guru, dan orang tua siswa. Hasil penelitian menemukan bahwa dengan memahami karakteristik siswa guru dapat mengetahui kebutuhan belajar dan potensi belajar siswa. Untuk memenuhi kebutuhan belajar siswa, maka dimasukkan pendidikan karakter dalam kurikulumnya, ada upaya untuk mengembangkan potensi peserta didik, walaupun masih belum maksimal. Belum semua guru mampu memahami dan menuangkan kurikulum ke dalam rencana pelaksanaan pembelajaran mingguan dan harian, tatakelola TK masih harus ada perbaikan. Belum semua TK melakukan kolaborasi dengan orang tua dan masyarakat dalam melaksanakan program TK. Kesimpulannya dibutuhkan manajemen TK yang tepat untuk memberikan layanan yang terbaik kepada peserta didik dengan memperhatikan kebutuhan belajar siswa dan mengembangkan potensinya dengan optimal secara inclusivness tanpa terkecuali. Dari hasil penelitian ini dibuatlah model manajemen Taman Kanak-kanak berbasis kebutuhan belajar, potensi belajar siswa dan inklusi. ABSTRACT Management of Early Childhood Education (A Study of the Management of Early Childhood Education Based on Learning Needs, Learning Potential and Inclusiveness of Kindergarten in the City of Bandung) This research is motivated by the gap between the minimum standards of Early Childhood Education (ECE) with the reality in the field, such as teacher education background that is not appropriate, inadequate facilities and demands of parents that are not appropriate. The purpose of this study is to analyze the characteristics of students, curriculum, teacher quality, governance, and collaboration of kindergartens with students' parents and other institutions in the community, so as to obtain a kindergarten management model. This research was conducted considering the importance of early childhood education, in an effort to maximize the golden period by paying attention to the learning needs of children and the potential for children's learning in inclusiveness so that it develops as expected. The method used is a phenomenological qualitative method, with research sites in 3 formal ECE institutions with respondents kindergarten heads, teachers, students' parents. The results found that the characteristics of kindergarten age students teachers can determine the learning needs and learning potential of students. To meet the learning needs of students, character education is included in the curriculum, there are efforts to develop the potential of students, although it is still not optimal. Not all teachers are able to understand and put the curriculum into their weekly and daily learning implementation plans. Kindergarten governance still needs improvement. Not all kindergartens collaborate with parents and the community in implementing TK programs. In conclusion, appropriate kindergarten management is needed to provide the best service to students by paying attention to student learning needs and developing their potential optimally in inclusiveness without exception. From the results of this study, a Kindergarten management model was made based on the learning needs, learning potential of students and inclusiveness.
