The size of unemployment (including at the junior manpower level) is increasing; it is very hard for them to get jobs in the world of trade and industry or government offices. As a consequence, unemployment is taking place everywhere. The main reason is the lack of courage and ability of the unemployed to develop their entrepreneurship in improving their standard of living. That is why the research was carried out to reveal teacher'a efforts in improving and developing entrepreneurship education for Vocational Technical High School (STM) students because one of the school's goals is to prepare the labor force to be able to work independently.The research was aimed at finding the ; approvement and development concepts in conducive entrepreneurship education for the rapid growth of Vocational Technical High School (STMT) role in preparing human resources facing the technological and industrial development Investigating, finding out, and analyzing the constraints and problems laced by the teacher are important in order for the aims of improving and developing entrepreneurship education to be successfully achieved.The research was carried out by using phenomenological approach. It was done at Public Vocational Technical High School (STM) 5 Bandung in the academic year 1996/1997 and 1997/1998. The respondents were the teachers of economics, teachers of vocational subject, guidance and counseling, career guidance, and system of cooperation; the head of production unit, vice-principal and the third year students of Vocational Technical High Schoo. (STM). The data were collected by using participatory observation, intervxJws, and document study. The data were analyzed by phenomenological reduction and sidetic reduction conducted by ideation action Through data reduction, possible values underlying and guiding every teacher act and behavior in teact ng-learning activities were analyzed.It is concluded that the improvement and development of entrepreneurship education for Vocational Technical High School (STM) students are not effective and not yet carried out as it is hoped by the government as well. The improvement and development of entrepreneurship education at Vocational Technical High School (STM) did not run well as expected due to human and nonhuman factor
