Tesis ini berjudul Implementasi Manajemen Berbasis Sekolah Ditinjau dalam Manajemen Konflik (Studi Kasus di SMU Negeri 4 dan 5 Bandung). Masalah yang dibahas meliputi: (1) alasan terjadinya konflik dalam implementasi MBS, (2) cara mengelola konflik dalam implementasi MBS, dan (3) implikasi dari implementasi MBS. Untuk menjawab masalah sebagaimana disebutkan di atas, maka daiam penelitian ini, pendekatan yang dipergunakan adalah kualitatif dengan metode deskriptif analitik. Teknik Pengumpulan data dilakukan dengan cara observasi, wawancara dan studi dokumentasi, sedangkan yang menjadi sumber data adalah kepala sekolah, guru-guru, pengawas dan Dewan Sekolah di SMU Negeri 4 dan 5 Bandung. Hasil penelitian menunjukkan bahwa : (1) terjadinya konflik dalam implementasi MBS disebabkan oleh pemahaman MBS yang masih beragam dan banyaknya faktor-faktor yang potensial menimbulkan konflik, (2) cara mengelola konflik dalam MBS dilakukan dengan jalan konsiliasi, kolaborasi, restrukturisasi organisasi dan taktik kekuasaan, serta (3) implikasi penerapan/implementasi MBS adalah peningkatan mutu pendidikan, optimalisasi sumber daya dan potensi sekolah, serta peningkatan partisipasi masyarakat. Sejalan dengan hasil penelitian di atas, maka peneliti merekomendasikan kepada Dinas Pendidikan Propinsi Jawa Barat, SMU Negeri 4 dan 5 Bandung. Kepada Dinas Pendidikan Propinsi Jawa Barat diharapkan agar fungsi sosialisasi, monitoring, evaluasi dan bimbingan, dilaksanakan secara berkala dan berkesinambungan, serta ditambah frekuensi dan kualitasnya. Hal ini dilakukan sebab tiap sekolah di tiap daerah berbeda kasus/fenomena yang terjadi. Dengan demikian kejadian-kejadian di tiap tempat akan segera tertangani dalam rangka keutuhan implementasi MBS. Konflik yang terjadi antara Manajemen Sekolah dan Dewan Sekolah di SMU Negeri 4 Bandung, hendaknya secara jujur, adil dan dengan berbesar hati segera diselesaikan secara kompromis dalam rangka mengembalikan dan menempatkan kembali pada tujuan semula pembentukan Dewan Sekolah tersebut. Keadaan yang kondusif antara Manajemen Sekolah dan Dewan Sekolah di SMU Negeri 5 Bandung, perlu dipupuk dan ditingkatkan terus dalam rangka pencapaian dan peningkatan mutu pendidikan di lingkungannya. Selain itu, sekolah ini perlu memberikan teladan pada sekolah lainnya dalam pembentukan Dewan Sekolah yang representatif. Abstract This thesis entitled Implementation of School-based Management viewed from conflict management (case studied in SMU 4 and 5 Bandung). The problems discussed involve : (1) the reasons why conflicts happens in the implementation of MBS, (2) the way to organize conflicts in the implementation of MBS and (3) implication of the MBS implementation. To answer these problems as mentioned above, the approach used in this thesis is analytical descriptive method. The collection of data was conducted through observations, interviews and documentations studies. Meanwhile, the resources are headmasters, teachers, supervisors and the school boards of SMUN 4 and 5 Bandung. The result shows that: (1) conflicts happened in the MBS implementation are caused by different understanding of MBS and there too many potential factors that may occur conflicts, (2) conflicts are dealt through conciation, collaboration, organization restructurization and power tacticts, and (3) the implication of MBS implementation is the improvement of education quality, school resources and potential optimalization, and the improvement of people participation. In accordance with the research above, the researchers recommend SMU 4 and 5 Bandung to the Education Agency Department of West Java Province.The Education Agency Department of West Java Province is expected to conduct the function of socialization, monitoring, evaluation and guidance continuously accasinally, with higher quantity and frequency. This is done based on the reason that every school in different area has similar case. Therefore, every accurrence in each place can be handled as soon as possible to protect the unity of the implementation of MBS. The conflict that happened between the School Management and the School Board in SMU 4 Bandung, should be solved honestly, fair and open hearted to place it to the basic purpose of the formation of the School Board.
