ABSTRAK Sebelumnya di Indonesia pelaksanaan pengadaan barang/jasa pemerintah pada sektor konstruksi dilakukan secara konvensional yaitu para peserta tender melakukan tatap muka langsung dengan panitia tender, hal ini dapat menimbulkan berbagai praktik penyimpangan karena dianggap tidak transparan. Kemudian pemerintah mengeluarkan suatu pedoman pengadaan barang/jasa secara elektronik (e-procurement). Meskipun telah diterapkannya e-procurement, penyimpangan masih bisa terjadi pada tahapan pemilihan penyedia. Maka dari itu penelitian ini bertujuan untuk mengidentifikasi kelemahan dan kelebihan metode pengadaan jasa konstruksi pemerintah secara konvensional maupun e-procurement berdasarkan prinsip transparansi dan menemukan pengaruh perubahan pengadaan konvensional dan e-procurement terhadap proses pengadaan jasa konstruksi dan pelaku pengadaan berdasarkan prinsip transparansi. Landasan hukum yang dikaji pada penelitian ini adalah Peraturan Presiden No. 16 Tahun 2018 dan Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia Nomor 14 Tahun 2020 tentang Standar dan Pedoman Pengadaan Jasa Konstruksi melalui Penyedia. Metodologi penelitian yang dilakukan adalah metode kuantitatif. Metode pengumpulan data dengan penyebaran kuisioner ke pihak jasa konstruksi (kontraktor) dan jasa konsultansi (konsultan konstruksi). Analisis penelitian menggunakan analisis regresi linear sederhana dan diperoleh persamaan regresi Y = 23.707 + 0.644X. Diperoleh nilai thitung sebesar 4.262 sedangkan ttabel dengan α (0.05) sebesar 1.66660, sehingga hipotesis yang diambil adalah H0 ditolak dan H1 diterima yang artinya terdapat pengaruh yang signifikan pada perubahan metode pengadaan konvensional ke e-procurement terhadap transparansi sebesar 28%. Previously, in Indonesia, the implementation of government procurement of goods/services in the construction sector was carried out conventionally, where the tender participants met face to face with the tender committee, this could lead to various irregular practices because they were considered not transparent. Then the government issued a guideline for the procurement of goods/services electronically (e-procurement). Despite the implementation of e-procurement, irregularities can still occur at the supplier selection stage. Therefore, this study aims to identify the weaknesses and strengths of conventional government construction service procurement methods and e-procurement based on the principle of transparency and to find the effect of changes in conventional procurement and e-procurement on the procurement process for construction services and procurement actors based on the principle of transparency. The legal basis studied in this study is Presidential Regulation No. 16/2018 and Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia Number 14 of 2020 concerning Standards and Guidelines for Procurement of Construction Services through Providers. The research methodology used is a quantitative method. Data collection method by distributing questionnaires to construction services (contractors) and consulting services (construction consultants). The research analysis used simple linear regression analysis and the regression equation Y = 23.707 + 0.644X was obtained. Obtained tcount value of 4.262 while t table with α (0.05) is 1.66660, so the hypothesis is H0 rejected and H1 accepted, which means that there is a significant effect on changes in conventional procurement methods to e-procurement on transparency by 28%.
