ABSTRAK Eneng Martini. 2020. Model Pembelajaran Berbasis Kecakapan Abad 21 Melalui E-Market Place Dengan Aplikasi Peka Untuk Meningkatkan Kompetensi Kewarganegaraan Siswa Di SMK. Penelitian ini bertujuan untuk menganalisis kondisi pembelajaran PPKn berbasis kecakapan Abad 21, mengembangkan model pembelajaran PPKn berbasis kecakapan Abad 21 melalui e-market place dengan media aplikasi PeKa untuk meningkatkan kompetensi kewarganegaraan, dan menganalisis efektivitas penerapan model pembelajaran PPKn berbasis kecakapan Abad 21 melalui e-market place dengan media aplikasi PeKa untuk meningkatkan kompetensi kewarganegaraan. Metode dalam penelitian ini dapat dikategorikan dalam jenis penelitian Research and Development (R and D) dengan pendekatan pendekatan kualitatif dan kuantitatif. Lokasi penelitian di SMK Kota Bandung, data diambil melalui observasi, wawancara, FGD, survey dan dokumentasi. Hasil penelitian menunjukkan: Pertama Kondisi Pendidikan Pancasila dan Kewarganegaraan yang berlangsung di sekolah menengah kejuruan saat ini masih perlu adanya pengembangan baik itu dalam materi, metode, media, sumber dan evaluasi. Kedua, pengembangan model pembelajaran PPKn berbasis kecakapan Abad 21 melalui model e-marketplace untuk mengembangkan Kompetensi Kewarganegaraan memiliki sintak sebagai berikut: Apersepsi, Pembentukkan kelompok, Inquiry, Interakasi antar kelompok, kembali ke hombase, presentasi , Refleksi dan Authentic Assessment. Media yang digunakan sebagai penunjang model ini adalah Aplikasi PeKa. Ketiga, model pembelajaran PPKn berbasis kecakapan Abad 21 melalui model e-marketplace berbasis web/android dengan aplikasi PeKa pada dasarnya terbukti efektif dan memiliki pengaruh yang signifikan terhadap kompetensi kewarganegaraan (Civic Knowledge, Civic Skill dan Civic Disposition) siswa di SMK. Dengan demikian model dan media yang dikembangkan ini menjadi salah satu altenatif dalam pembelajaran PPKn dalam meningkatkan kompetensi kewarganegaraan. This study aims to analyze the conditions of 21st Century skills-based PPKn learning, develop 21st Century skills-based PPKn learning models through e-marketplaces with the PeKa application media to Improve Citizenship Competence. And analyze the effectiveness of the application of the 21st Century skills-based PPKn learning model through e-marketplace with the PeKa application media to Improve Citizenship Competence. The method in this study can be categorized into the type of Research and Development (R and D) research with a qualitative and quantitative approach. At the research location at SMK Kota Bandung, data was taken through observation, interview, FGD, survey, and documentation. The results showed: First, the condition of Pancasila and Citizenship Education that takes place in vocational high schools today still needs development both in materials, methods, media, sources, and evaluation. Second, the development of the 21st Century skills-based PPKn learning model through the e-marketplace model to develop Citizenship Competence has the following syntax: Apperception, Group Formation, Inquiry, Inter-group Interaction, Return to Homebase, Presentation, Reflection, and Authentic Assessment. The media used to support this model is the PeKa application. Third, the 21st Century skills-based PPKn learning model through the web / android-based e-marketplace model with the PeKa application is proven to be effective and has a significant effect on civic competence (Civic Knowledge, Civic Skill and Civic Disposition) of students in SMK. Thus the model and media developed are one of the alternatives in PPKn learning in increasing civic competence.
