Hasil pembelajaran berbasis STEM (Science, Technology, Engineering, and Mathematics) perlu dinilai untuk mendapat umpan balik yang tepat, maka diperlukan perangkat soal yang valid dan reliabel untuk mengukur keterampilan STEM yang belum memiliki standar penilaian baku yang ditetapkan. Penelitian ini bertujuan untuk; 1) menyusun dan mengembangkan desain instrumen tes tertulis yang sesuai untuk mengukur keterampilan STEM, 2) memaparkan mengenai kualitas test blueprint dan kualitas butir soal dalam instrumen tes tertulis yang dikembangkan untuk mengukur keterampilan STEM, dan 3) menganalisis dan menyajikan profil hasil implementasi instrumen tes tertulis mengenai keterampilan STEM. Penelitian ini menggunakan Desain Penelitian Pengembangan dengan langkah penelitian; kajian pustaka, kajian analisis kurikulum, modifikasi framework keterampilan STEM, penyusunan dan pengembangan test blueprint, dan penyusunan dan pengembangan instrumen butir soal. Penelitian ini diimplementasikan pada 30 responden pada tahap uji terbatas, dan 150 responden pada tahap uji luas, melalui revisi berulang untuk kemudian dianalisis menggunakan pemodelan Rasch. Analisis pemodelan Rasch dengan program Winstep yang menyelidiki peta respon Wright, tingkat kesulitan, validitas, reliabilitas dan indeks diskriminasi melalui nilai outfit dan infit MNSQ, outfit dan infit ZSTD dan poin biserial (point measure correlation). Sampel pada tahap uji luas terdiri dari 150 responden yang menjawab 3 perangkat konsep IPA yang masing-masing terdiri dari 30 butir soal; Energi dalam Sistem Kehidupan (nilai reliabilitas = 0.94), Tekanan pada Zat dan Tanaman (nilai reliabilitas = 0.92) dan Gunung Berapi dan Gempa (nilai reliabilitas = 0.95). Dapat disimpulkan bahwa, nilai reliabilitas soal - soal tes ini tergolong sangat baik, dengan 92 dari 94 butir soal disimpan di bank soal dan secara empiris memenuhi kualitas seperti yang dikemukakan oleh model pengukuran Rasch. STEM based learning outcomes (Science, Technology, Engineering, and Mathematics) need to be assessed to get proper feedback, so a valid and reliable set of questions is needed to measure STEM skills that do not yet have a set assessment standard. This research aims to; 1) compile and develop a written test instrument design suitable for measuring STEM skills, 2) describe the quality of the blueprint test and the quality of the items in the written test instrument developed to measure STEM skills, and 3) analyze and present a profile of implementation results written test instrument on STEM skills. This study uses a Development Research Design with the steps of this research are; literature review, curriculum analysis review, modification of the basic skills framework of STEM, preparation and development of blueprint tests, and preparation and development of itemized instruments. This research was implemented on 30 respondents at the limited test stage, and 150 respondents at the broad test stage, through repeated revisions to be analyzed using Rasch modeling. Rasch modeling analysis with the Winstep program which investigated the Wright response map, difficulty level, validity, reliability and discrimination index through MNSQ outfit and infit values, ZSTD outfit and infit and biserial points (point measure correlation). The sample at the broad test stage consisted of 150 respondents who answered 3 sets of science concepts, each of which consisted of 30 items; Energy in Living System (reliability value = 0.94), Pressure on Substances and Plants (reliability value = 0.92) and Volcanoes and Earthquakes (reliability value = 0.95). It can be concluded that the reliability value of these test items is classified as very good, with 92 out of 94 items stored in the question bank and empirically fulfilling the quality as suggested by the Rasch measurement model.
