For this purpose, Regional Governments human resources are required to be more professional in promoting their regional assets and products. The problem is whether or not regional government's apparatuses are able to increase their abilities, through Cyber Marketing training program, to promote regional assets and products. Therefore, the objective of this study was to produce a training program, to promote regional assets and products. Sikula (as interpreted by Anwar Prabu M, 2000: 44) stated that training programs as a short-term educational process using systematic and organized procedures where non-managerial employees learn certain knowledge and technical skills for certain limited objectives The research design uses qualitative approach and strengthered by quantitative approach. Research and Development (R&D) was used as the method for this study. The method was implemented in three phases; they were preliminary study, the development and the conceptual model and the implementation of the model. The study showed that the Cyber Marketing training programs was able to generate new skills, creativity, professionalism and ability to make use and develop reliable human resources as agents in marketing activities through Internet. These results was supported further by Sign Tests on two related samples taken before and after the training programs. The test on these two different samples produced different results, showing that the training programs had really changed the participants of the training program. Non-parametric test (Mc Nemar tests) on individual subject showed that the training programs had changed the participants, by mean of Cyber Marketing in promoting regional assets and products. The result of this study showed that an ideal training program for Regional Governmental human resources increased their abilities to promote regional assets and products. There were marked differences between before training subjects and after training ones. This study concluded that Cyber Marketing training program given to regional governments human resources in capability of increase effectivly promoting assets and regional products through internet.
