Summary:Penelitian bertolak dari realitas perkuliahan PKn selama ini modus, isi pembelajarannya kurang mengeksplorasi nilai multikultural berbasis kearifan lokal. Permasalahanya bagaimana model pengembangan Pendidikan Kewarganegaraan Multikultural berbasis kearifan lokal di perguruan tinggi? Penelitian menggunakan pendekatan kualitatif dan kuantitatif berpola "the dominant-less dominant design" melalui model penelitian pengembangan (R & D) dengan tahapan: (1) Studi Pendahuluan, (2) Studi Pengembangan, (3) Studi Pengujian dilakukan di tiga perguruan tinggi di Kota Malang. Hasil penelitian menunjukkan model PKn multikultural berbasis kearifan lokal lebih efektif untuk meningkatkan kompetensi kewarganegaraan multikultural mahasiswa dibandingkan model pembelajaran konvensional dengan harga F sebesar 4.585, memiliki signifikansi lebih kecil dari 0,05. This study departed from the reality that in civics education classes, instructional modes and contents poorly explore local wisdom based-multicultural values. The problems what is model of local wisdom based multicultural education development is available at universities? The study has applied qualitative and quantitative approaches of "the dominant-less dominant design" with R & D models. There are three main stages: (1) Exploratory study, (2) Development study, (3) Experimental study at three universities in Malang. The model examination has proved that the model of local wisdom based-multicultural civics education is more effective in improving multicultural citizenship skills of university students than conventional learning model, the value of F = 4.585 has a significance level lower than 0.05.
