Summary:The participation of students with visual impairment (VI) in schools providing pre inclusive educationis a background of this research. This research is to explore the problems faced by the students with VI in learning, the application of guidance and counseling concepts by the teachers, provision of counseling services by the counselors, the counseling needs of the students with VI, the formula of guidance and counseling, and also the contribution of the concepts of guidance and counseling towards the learning of students with VIin schools providing pre inclusive education. The descriptive method with the approach of quantitative and qualitative have been used. The respondents in this research are the students with VI, teachers, and counselors in high schools providing pre inclusive education. The techniques for the data collection consisted of questionnaires, interviews, and observation. For the analysis of quantitative data descriptive statistics was used. For the qualitative data, analysis was done during and after data collection. In general, the findings of this research conclude that (1) the students with VI have difficulties in understanding the entire explanation from teachers, accessibility of the learning environment and the source of learning, interaction, and treatment from the learning environment, (2) the teachers in some aspects have already to use the guidance and counseling concepts in teaching, (3) the services of guidance and counseling provided by the counselors do not contain services for the student with VI, (4) the students with VI expect that the guidance and counseling's materials, services, and accessibility are appropriate to the needs of them, (5) the formula of guidance and counseling program for the students with VI is focused into three parts, that is: the program on personal-social, academic, and career, and (6) the application of the concepts of guidance and counseling in teaching have a positive impacts to students with VIin schools providing pre inclusive education. The recommendations made based on the findings of this research are there should be: (1) reorientation of teacher education, (2) in service training for the teachers about inclusive education, (3) integrative approach, (4) developing the substance of blindness, (5) developing of counselor' role, and (6) counseling service center.
