E-Procurement is an application program used to manage goods/service bidding based on internet which is designed to achieve an effective, efficient and integrated goods/service supplying process. The goal of this research is to detect E-Procurement implementation, service, and effectiveness of employee's work, and its effect at Procurement Division on the Research Centre for Water Resources. The research method use descriptive survey and explanatory survey. This research has examined wether implementation of E-Procurement policy and its service gave an effect towards the effectiveness work on Procurement Division in the Research Centre for Water Resources. Sampling technique applied to whole respondent (census method) which come to 43 person. The result of survey was analyzed by path analysis method. Based on research result is known that effect of E-Procurement implementation variable to work effectiveness percentage is about 11.073 % and occur a significant effect. effect variable to work effectiveness percentage was 33.389 % and showed significant positive effects. At the same time, E-Procurement implementation and service effect with work effectiveness together was 44.4%. In order to improve the work effectiveness, a dissemination of e-procurement process towards the service provider is proposed, and should be carried out by the Procurement Division of the Research Centre for Water Resources. Di Indonesia pelaksanaan e-procurement diatur melalui Peraturan Presiden Nomor 8 Tahun 2006 dan mulai diterapkan sejak tahun 2007 dengan berdirinya Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP), Aplikasi e-procurement adalah suatu aplikasi yang digunakan untuk mengelola pengadaan barang/jasa berbasis internet yang didisain untuk mencapai suatu proses pengadaan barang/jasa yang efektif, efisien dan terintegrasi. Permasalahan yang diteliti dalam penelitian ini berkaitan dengan implementasi kebijakan e-procurement, pelayanan, dan efektivitas kerja pegawai, serta pengaruh implementasi kebijakan pada Bagian Pengadaan Barang/Jasa di Pusat Penelitian dan pengembangan Sumber Daya Air Bandung. Metode penelitian yang digunakan adalah metode descriptive survey dan metode explanatory survey. Penelitian ini menguji apakah implementasi kebijakan e-procurement dan pelayanan berpengaruh terhadap efektivitas kerja pada bagian pengadaan barang/jasa di Pusat Penelitian dan Pengembangan Sumber Daya Air. Teknik penarikan sampel yang digunakan adalah secara keseluruhan (sensus) yang berjumlah 43 orang. Tehnik analisis menggunakan path analysis. Berdasarkan hasil penelitian diketahui bahwa pengaruh variabel implementasi e-procurement terhadap variabel efektivitas kerja positip yang signifikan sebesar 11.073 % dan. pengaruh variabel pelayanan ke efektivitas kerja positip yang signifikan sebesar 33.389 %. Sedangkan pengaruh implementasi e-procurement dan pelayanan dengan efektivitas kerja secara bersama-sama sebesar 44.4 %. Untuk dapat meningkatkan efektivitas kerja sebaiknya Bagian Pengadaan Barang/Jasa Pusat Penelitian dan Pengembangan Sumber Daya Air melakukan sosialisasi e-procurement kepada penyedia jasa. |
