Transportation has a very important role in this era, so many community activities use transportation to fulfill their personal interests, especially someone who lives in big cities. With transportation, population mobility will be easier. However, transportation in its operation must pay attention to several aspects. The Consumer Protection Law states that a sense of security, comfort is a right that needs to be fulfilled by consumers in consuming goods or services. Then in the Bogor City Regional Regulation No. 3 of 2013 there is a minimum of services that must be performed by a private or state agency that organizes public transportation in the form of affordability, safety, security and comfort. However, in the management of the Bogor-Tangerang Buses in operating the bus, the bus has not fully fulfilled the rights of the consumers that should be fulfilled, such as several damaged passenger seats, poor lighting on the bus, hot air on the bus, lack of security on the bus, drivers the bus that is driving the bus too fast, etc. Whereas security and comfort in the consumer protection law must be given to public transportation passengers as consumers, but in fact, the elements contained in the Consumer Protection Act have not been fully fulfilled. In Bogor City Regulation No. 3 mentions that there are at least 5 minimum services that must be performed by public transportation companies, namely affordability, security, safety, comfort and order. However, in fact the field has not yet fully complied with the public service standards. The method used in this writing is Juridical-Normative, namely research by examining the prevailing rules and norms associated with facts in the field whether it is appropriate or not.
