In Sukabumi District, gold mining that is carried out without a permit or what is commonly called illegal has flourished. The illegal gold mining is located in several areas, namely Ciemas, Simpenan, Lengkong, and Waluran Districts. Illegal gold mining is a criminal act as regulated in Article 158 of Law Number 3 of 2020 concerning Mineral and Coal Mining (Minerba Law). Apart from violating the law, illegal gold mining is also carried out against the purpose of mining activities, which results in environmental damage, one of which threatens the Ciletuh Geopark has been declare by UNESCO as UNESCO Global Geopark Network. But unfortunately law enforcement against the perpetrators of illegal gold mining in Sukabumi Regency seems slow and difficult. Therefore, in this paper, we will discuss what factors are the obstacles in enforcing the law of illegal gold mining actors in Sukabumi Regency, as well as law enforcement solutions for illegal gold mining actors in Sukabumi Regency. That in order to answer this problem the writer uses an empirical legal research method that has an empirical-socio-legal character, by taking the object of study on certain legal aspects that have empirical value to answer the hypothesis, research is carried out in the field by observation and experience, then testing the hypothesis, so that can draw conclusions. The answer to the factors that become obstacles to law enforcement of gold mining actors is the disobedience of the community to regulations with economic justification and the justification that mining on one's own land is not an act against the law, then there is the fact that law enforcers practice "ransom money", a resource of mining experts. that is lacking, mining areas that are difficult to reach, and law enforcement that is deemed less firm. The solution that the author can provide is counseling the community about illegal gold mining, inviting mining experts to help resolve cases of illegal gold mining, reshuffling law enforcement officers, and tightening supervision of mining areas, and improving the law enforcement system.
