| Summary: | In order to avoid further transmission of covid-19, president joko widodo instructed to use the unused buildings as emergency hospitals. In accordance, the owner of Lippo Group planned helping government by converting Plaza Mampang into Siloam Hospital as emergency hospital. The thing is the mall is located at the same building as Nine Residence Apartment. Thus, the residents of the apartment objected the function transformation. The author focused on the process things related to owner's responsibility with function transformation. This study used juridical normative research with statute and case approach. The data source was secondary data. The research materials collected by librarial study. It resulted, the function transformation of the Mall must meet administrative and technical requirements. If the process wasn't carried comprehensively, the owner must be responsible to the residents for the losses that have been caused. |
