The author focused on the process things related to owner's responsibility with function transformation. This study used juridical normative research with statute and case approach. The data source was secondary data. The research materials collected by librarial study. It resulted, the function transformation of the Mall must meet administrative and technical requirements. If the process wasn't carried comprehensively, the owner must be responsible to the residents for the losses that have been caused. | ||
