The sampling in this research used a saturated sampling method in 5 regions during 2013-2019, so a total of 35 data was obtained from the Central Bureau of Statistics (BPS). This research uses panel data analysis which is a mixture of cross section data and time series data. The results of the research partially show that the population and per capita income have a significant positive effect on PAD, while government expenditure does not affect PAD. The results of the research simultaneously show that the population, per capita income, and government expenditure affect PAD.
