HIV-AIDS is a case that is an emergency problem in the world. This infectious disease is very dangerous because it can have a bad impact on health. Apart from that, the existence of this epidemic can also affect health and also the politics, defense and socio-economics of a country. Indonesia's limitations in dealing with HIV cases have made other countries, especially the United States, play a role in supporting the treatment planned by the Indonesian side through the United States foreign aid agency, namely USAID. The United States established a program or project Linkages Across the Continuum of HIV Services for Key Populations (LINKAGES) 2015-2017 where this program aims to support the Government of Indonesia in achieving the main targets of HIV prevention and treatment which is expected to reduce the number of HIV cases in Indonesia. The method used in this research is a qualitative case study which will be analyzed using the theory of foreign aid and bilateral cooperation. In terms of the cooperation that has been established between Indonesia and USAID in dealing with HIV in 2015-2017, it is considered successful. Although in 2015-2017 there was an increase in HIV rates, this actually shows that the case finding program as one of the HIV programs shows its performance. So that more cases can be detected. The more that can be treated, and the more the treatment can be monitored. So that in all these efforts, the transmission can be suppressed.
