520 |a Post-reformation, Ethiopia tried to bounce back from the brink of poverty. One of the efforts made was to build the Grand Ethiopian Renaissance Dam (GERD). The construction of the dam is intended to be a major electricity producer for Ethiopia. Currently more than 50% of Ethiopians do not have access to electricity, hence the development of GERD is crucial to the prosperity of the Ethiopian people. However, GERD development experienced diplomatic obstacles with Egypt and Sudan. This study will discuss Ethiopia's struggle to obtain rights to river utilization. Through Tripartite diplomacy and the efforts of the Ethiopian people to maintain the continuity of GERD development. By using qualitative-exploratory research methods with data sources derived from interviews with related parties as well as documents studies. Theories and concepts used as the basis for analysis are Public Diplomacy, Energy Security and Water Diplomacy Based on the findings of the Author it is understood that efforts from Ethiopia in solving this problem are carried out through Tripartite diplomacy by giving understanding to Egypt, Sudan and the international world that GERD is the key to Ethiopia's rise from the brink of poverty.
