In the western part of Indonesia, there are holes that often result in Indonesia's sovereignty being threatened, the Flight Information Region (FIR) which has been managed by Singapore since 1946 is one of the factors of the many Blackflights that enter Indonesia's air sovereignty area. The impact of FIR management is also felt on the economic aspect. Indonesia is obliged to pay if the aircraft passes through the airspace above the Riau Islands which is managed by Air Traffic Control (ATC) Singapore. Various attempts have been made by the Indonesian government to take over the delegated FIR. However, still not getting optimal results. The focus in this research is the application of the Rebus Sic Stantibus principle as the basis for the takeover of FIR and concrete efforts that can be made by Indonesia, both litigation and non-litigation. The research method used is normative legal research by analyzing primary legal sources such as international conventions, legislation, and literature related to the focus of the problem in this research. The results of the study conclude that Indonesia can take over the management of FIR through diplomacy, drafting a Special Agreement with Singapore and increasing mastery of technology related to ATC.
