Summary:Writing This research aims to find out about The Responsibility of Celebrities and Online Shop Business Actors for Consumer Loss on Instagram and their weak supervision in terms of the relevant laws and making the theory of legal responsibility the knife of this research and also uses the Theory of Legal Protection. Discussion This research is given a case study regarding transactions that have been paid for via Mobile Banking E-commerce, in which both parties have an agreement. But the Onlineshop Business Actor does not send the goods that should be sent after the payment made by the Consumer. And the relation of Selebgram's responsibilities regarding Advertising on Instagram, does not check on potential clients which are detrimental to consumers. The method used is normative research. The results of this study are that the Online Shope Business Actor for what he does harms the Consumers who do not send the Goods and also the Instagram Celebrity (Selebgram) as Business Actor as well as in Advertising, share responsibility for what is advertised. There are many occurrences of advertisements advertised by Selebgram because of their negligence,which proves that the legal vacuum is weak in terms of legal oversight in Indonesia.Until now in 2022 the Government should take part in E-commerce regulations which are still partially part of E-commerce activities, Indonesia still does not have regulations that specifically regulate the basic and technical rules that support the realization of E-commerce. Suggestions from the results of the study are that before doing advertising, selling services or goods, it is necessary to be prepared about each other's responsibilities, and the need for special laws governing e-commerce which will provide legal protection and certainty in electronic transactions and build a dispute resolution system according to rights. - respective rights.
