Summary:This study aims to discuss the role of the international organization Tourism Promotion Organization (TPO) for Asia Pacific cities in supporting Indonesian tourism in the city of Surabaya for the 2016-2021 period by using the theory of international organizations, the concept of tourism and the concept of city branding. The method used in this research is descriptive qualitative using primary and secondary data sources. Data collection techniques were carried out by interviewing as primary data and literature study as secondary data. The researcher uses three stages of analysis, namely data according to Miles and Huberman, in conducting the analysis there are three flow of activities that occur simultaneously, namely data reduction, data presentation and conclusion drawing/verification. The results of this study indicate that the involvement of the city of Surabaya in international TPO organizations is one of the functions of international organizations in promoting tourism in the city of Surabaya internationally. TPO as an international organization that aims to promote tourism and serves as a network between the city government and the private sector in the world of tourism. The function of the organizational role carried out by TPO in promoting tourism in the city of Surabaya is TPO as a tourism marketing center, TPO as a tourism information center and TPO as a center for tourism networks and cooperation between cities. These programs are used by the City of Surabaya in carrying out city branding for the City of Surabaya, namely "Sparkling Surabaya" to increase its potential as a tourism city.
