Every child born into the world has binding rights in their lives. Because of limitations, a child is guaranteed the rights they should get. One of the most important rights for children is the right to develop, the right to live, and legal protection. With the rise of child prostitution cases, the rights of a child are threatened. Children who are victims of prostitution will lose their rights, and may grow up with negative impacts because they become victims of child prostitution. The prevalence of this practice is because there is still no legal firmness to arrest perpetrators who are the market of child prostitution. By criminalizing the users of child prostitution services, it might be possible to break the chain of child prostitution. In this thesis, we will discuss which legal rules could ensnare a child prostitution user, because many of them are not arrested. With still few arrests of users, it indicates that there are difficulties or problems in the investigation. So, the discussion of the second problem in this thesis will discuss the difficulties faced by law enforcement officers while conducting investigations against users of child prostitution services. So it can be seen how to demand criminal responsibility for a user of child prostitution, and the obstacles in the investigation. This thesis uses the normative juridical method, with a statutory and conceptual approach. The data sources are primary, secondary, and tertiary legal sources. The data collection uses literature study, and the analysis technique is descriptive qualitative. To review the theory using the theory of criminal responsibility and legal protection. The results of the study after an analysis of several articles in the existing law, obtained the right article to ensnare criminal responsibility for users of child prostitution, also found difficulties encountered by investigators in investigating cases of child prostitution.
