Tourism is a sector that has the potential to improve the economy of a country. Just as Indonesia uses its tourism potential to increase its country's foreign exchange sources, by bringing in foreign tourists to Indonesia. Japanese tourists are one of the most tourists to Indonesia, which occupies the fourth highest position to Indonesia. However, the number of Japanese tourists who came to Indonesia continued to decline from 2018 to 2019 even though the Indonesian government always held promotions and sales of tour packages in Japan. The characteristic of Japanese tourists is that they like marine tourism such as Diving, which is generally located in Bali. Bali is a favorite tourist destination for Japanese tourists because Bali has its own charm, but Japan has not made Indonesia its main destination for vacations. Indonesia is ranked 11th as a Japanese tourist destination. Therefore, in this paper the author uses the theory of multitrack diplomacy, the concept of bilateral cooperation, and the concept of tourism. The multitrack diplomacy that the author will use to analyze the diplomacy efforts made by Indonesia in promoting Indonesian tourism in Japan. The author uses the concept of bilateral cooperation to analyze the activities of Indonesia and Japan in the bilateral cooperation between the two countries and see how the benefits of bilateral cooperation are both in the economic and tourism fields. In this paper the author uses a qualitative case study method which in order to provide a deep understanding of the diplomacy used by Indonesia to increase the number of Japanese tourists. The diplomacy analyzed in this paper is divided into three, namely the diplomacy carried out by the government, the author explains the 4 activities it holds, namely Wonderfull Indonesia week, Indonesia Japan fiesta, Familitraztion trip (Famtrip), and the Daiddogei Festival. In the business sector, the author describes 3 activities held, namely Sales mission, consumer selling, and Japan tourism expo. In the media sector, the writer uses media through the website and Instagram. The result is that the diplomatic efforts that have been carried out have not been successful because there is no increase in Japanese tourists, namely because of obstacles, namely the lack of direct flights from the two countries, poor service to foreign tourists.
