This research examines the existence and strategy of using the modalities retired TNI who have positions as actors in democratic institutions in the post-New Order era. This research case study discusses the modalities of General TNI (Ret.) Moeldoko as the Presidential Chief of Staff during President Joko Widodo's second term of government in 2019. As a military actor in civilian institutions, retired TNI need to mobilize their modalities to commit to democracy development and not bringing pragmatic motives into politics such as bringing military interests or the interests of a few elites so that it is contrary to democratic principles. This study uses the modality theory of Pierre Bourdieu and actor and strategy theory. This study uses explanatory qualitative methods, namely by relying on primary data and secondary data. The results of the study show that modality theory is able to explain the existence of General TNI (Purn) Moeldoko as the Chief of Staff of the President, inseparable from the use of cultural modality, social modality, and political modality that he has, to have an impact on accelerating the achievement of the president's priority programs. The theory of actor and strategy succeeded in finding the use of the modalities carried out by General TNI (Purn.) Moeldoko, namely by facilitating egalitarian communication within KSP institutions, building cross-elite communication, and trying to strengthen the position of civil society when serving as Chief of Staff of the President.
