Summary:A high open unemployment rate in an area will have a negative impact on the economy and can reduce people's welfare. North Sulawesi Province has a fairly high open unemployment rate which is above the national unemployment rate. The purpose of this study is to find out and analyze what factors can affect the Open Unemployment Rate in all districts/cities in North Sulawesi Province. Sampling in this study used a saturated sampling technique in fifteen regencies/cities during 2017-2021, so that the total sample for this study was 75 data obtained from the Central Statistics Agency (BPS). Testing the hypothesis in this study using panel data analysis with the Stata 12 program and a significance level of 5% (0.05) with the best model, namely the Random Effect Model (REM). The independent variables used in this study are number of population, mean years schooling (MYS), and gross regional domestic product (GRDP), while the dependent variable is the Open Unemployment Rate (TPT). This study has the result that partially the number of population has a negative and significant effect on the open unemployment rate because the population growth rate has relatively decreased, the mean years schooling has a positive and significant effect on the open unemployment rate because the level of education is still relatively low and GRDP have a positive and significant effect on the open unemployment rate, where the increase in GRDP is not accompanied by an increase in production capacity and the increasing number of industries moving towards capital intensive.
