The Regional People's Representative Council is a legislative institution at the local level that has a set of rights in carrying out its functions. One of these rights is the right of interpellation, which is the right of the DPRD to request further information or explanations from the regional head regarding important and broad-based policies. The Proposal for the Right of Interpellation was rolled out in the administration of the regional government of DKI Jakarta Province by 2 (two) Factions of the Provincial Legislatives Council against the Governor of DKI Jakarta 2017-2022, related to the Formula E. This research focuses on the process of the proposed Formula E right of interpellation submitted by the PSI and PDI Perjuangan fractions of the Provincial Legislative Council to receive a further explanation from the Governor. There are differences in the positions and views of the factions regarding the urgency of the proposed Formula E right of interpellation, giving rise to internal dynamics within the DPRD. This study uses the theory of coalition formation and bargaining politics theory according to Gideon Doron and Itai Sened. The method used in this research was descriptive qualitative by collecting primary and secondary data. The data collection technique was carried out through in-depth interviews with informants, namely members of the DKI Jakarta Provincial Legislative Council Periode 2019-2024 from 5 factions. This study utilized four stages of data analysis according to Milles and Huberman, such as data collection, data reduction, data presentation, and data verification. The results of this study discovered a fragmentation upon the positions of the 2019-2024 DKI Jakarta Provincial Legislative Council factions in submitting proposals for interpellation rights related to Formula E. The fragmentation was divided into Interpellation Proposers and Non-Interpellation Proposers Factions which resulted in quorum nonconformity on the "Decision-Making Plenary Meeting on the Proposed Right of Interpellation".
